Police Commission Seeks Hearing Examiner Applicants

Los Angeles - The members of the Los Angeles Police Commission are looking for Board of Rights Hearing Examiners and for Police Permit Hearing Examiners. On June 20, 2006, the Police Commission approved the new Hearing Examiner Selection and Appointment Process, paving the way for interested community members to fill at least 25 Hearing Examiner positions.  The Commission is specifically looking for individuals with a community service background combined with arbitration, mediation, administrative hearing, or comparable work experience.   

Police Commissioner Anthony Pacheco, one of the architects of the new process, stated, "We are very pleased to announce these openings to all community members interested in serving the City of Los Angeles in a meaningful way.  This unique opportunity allows individuals to make a significant impact in LAPD matters."

Board of Rights Hearing Examiners participate as members of a tribunal that conducts quasi-judicial administrative hearings on police officer disciplinary matters.  A Hearing Examiner participating in a Board of Rights makes findings of fact based on sworn testimony and evidentiary submissions, and may recommend to the Chief of Police that a sworn member of the Police Department be suspended, demoted, or removed.

Police Permit Hearing Examiners conduct quasi-judicial administrative hearings on police permit matters involving businesses regulated by the Board of Police Commissioners.  A Hearing Examiner conducting police permit hearings makes findings of fact and may recommend to the Police Permit Review Panel that a business permit be granted, denied, suspended, revoked, or conditioned.

These "as-needed" positions are compensated with $900 for a full day hearing, $450 for a half day hearing, and $900 per final report. LAPD Counters Regional Terrorism via Collaborative Intelligence

With Southern California believed to be a primary terrorist target, the Los Angeles Police Department (LAPD) and other local, state and federal authorities took a pivotal step July 27 toward safeguarding the public with the introduction of the first regional intelligence center in the nation.

The Los Angeles Joint Regional Intelligence Center (JRIC), located in Norwalk, is designed to identify and address terrorism threats and other criminal activity.  Through an intelligence-sharing collaborative of more than 200 law enforcement agencies, JRIC personnel will support intelligence gathering and analysis.

“Common interests produce common security,” Chief William J. Bratton said.  “JRIC provides for the common security of the Los Angeles area by giving all of its partners access to the same intelligence.  We will all benefit from collective analyses done here and from the ability to quickly share that information.”

Chief Bratton believes Los Angeles JRIC will be a national model for terrorism prevention.

At JRIC, teams of investigators—comprised of LAPD officers, Los Angeles County Sheriff’s (LASD) deputies, Federal Bureau of Investigation (FBI) agents, and other public safety proponents—will respond to leads and reports of suspicious activities potentially leading to terrorist events.

JRIC personnel will process and analyze leads more effectively at the centralized facility, minimizing duplication and circular reporting.  Additionally, by combining available resources personnel will be better able to identify patterns and trends and produce relevant assessments for use by appropriate government agencies.

"This is truly a partnership that has come together at just the right time,” Chief Bratton added.  "In this area of the country, we have some of the top terrorist targets.  Through this partnership, we are building on the spirit of cooperation between law enforcement agencies.”

By collecting, converting and disseminating intelligence, the Los Angeles JRIC aims to prevent terrorist attack and combat crime in the Central District of California.  The seven-county region is made up of Los Angeles, Orange, Ventura, San Bernardino, Riverside, Santa Barbara and San Luis Obispo counties.

JRIC’s opening coincided with the U.S. Department of Homeland Security’s announcement that an unspecified number of its personnel will be embedded at four fusion centers.  Fusion centers are state and local anti-terrorism hubs, such as Los Angeles JRIC.  Other fusion centers include facilities in New York City; Reisterstown, Md; and Baton Rouge, La.

Los Angeles JRIC is one of four regional centers in California.  The others are located in Sacramento, San Francisco and San Diego.  JRIC founding agencies include the LAPD, LASD and FBI among others.  These agencies have committed more than $2 million each to this initiative.

Man Shot to Death in Van Nuys

 Los Angeles: Police detectives are asking for the public's help in finding any witnesses who may have seen the shooting of a Van Nuys man on Thursday.

On July 27, 2006, around 11:10 p.m., police responded to a shooting call in the 6700 block of Haskell Avenue.  When they arrived, officers found Alfonso Basulto, 43, lying on the ground with a gunshot wound to his chest.  Mr. Basulto was pronounced dead at a local hospital.

The suspects were two Hispanic men who left the area in a dark SUV.   

The motive for the shooting is unknown.

Gang Shooting Claims Life of 18-Year-Old

Los Angeles: An 18-year-old male was shot and killed in broad daylight as he was standing with a 20-year-old friend on July 27, 2006. 

The shooting occurred just after 4:00 PM when the victim and his friend were near the 6800 block of Hoover Street.  Witnesses described a Black man, got out of a burgundy Chevrolet Camaro and chased the two and fired numerous rounds, striking the victim multiple times.  The friend escaped gunshots by diving under a parked vehicle.   The victim later died at California Hospital.

The victim was identified as Armond Fitzgerald Martin of South Los Angeles.

The motive for the shooting appears to be gang related.  The gunman and weapon remain outstanding.  The gunman was described as having long corn rows and a thin moustache.

Detectives Captured 3 Home Invasion Robbers

Los Angeles: Los Angeles Police Department detectives arrested three men connected to a home invasion robbery and sexual assault in the early morning hours in Hollywood.

On July 25, 2006, at around 4:00 a.m., three men entered a home in the 7600 block of DeLongpre Avenue through an open sliding glass window. They woke up the two women who lived in the home and demanded money and property from them.

One suspect, who was armed with a handgun, sexually assaulted the women while the other two ransacked the apartment.  The suspects then tied up the victims and fled the home with the victim’s property.

During the investigation, the victims provided police a description of the suspects and their car.  At 4:45 p.m. the same day, detectives stopped a black Pontiac Grand Prix containing three males matching the suspects' description in the 3400 block of 3rd Avenue.  Detectives recovered some of the victim’s property inside the car.  After serving a search warrant, police found additional items belonging to the victim.

The three men arrested were identified as James Robert Keys, 21, Bennie Rushing, 27, and Jamonte Collins, 22.  Keys was booked on robbery and rape charges with bail was set at $200,000.  Rushing and Collins were booked on robbery charges with bail set at $100,000 for each.

LAPD Intelligence Conference

 Los Angeles: The Los Angeles Police Department, Los Angeles County Sheriff's Department, and the Federal Bureau of Investigation, proudly announces the 1st Annual Law Enforcement Intelligence Conference scheduled on July 27 and 28, 2006, at the University of Southern California. The JRIC will provide a platform for federal, state and local law enforcement to collect and share criminal information and intelligence.

In addition, the conference will feature a mixture of global experts and local practitioners in an effort to support the alignment of people, mission, purpose, and strategy of preventing, detecting, and disrupting acts of terrorism.

Over 200 law enforcement professionals throughout the counties of Los Angeles, Orange, Riverside, San Bernardino, Ventura, Santa Barbara and San Luis Obispo will attend. These are the same counties that will be served by the new Joint Regional Intelligence Center (JRIC), which officially opens on July 27, 2006.

Several topics, ranging from terrorism threats abroad; intelligence systems and other matters relating to the overall management of terrorism issues will be discussed.

Officer Enrique Chavez' BBQ Fundraiser and Blood Drive

Los Angeles: A fundraiser is planned in support of Police Officer Enrique Chavez, who was seriously wounded in an accidental shooting on July 11, 2006.

On Thursday, July 20, 2006, Officer Chavez had surgery and a metal rod was placed in his spine. As result of this unfortunate accident, Officer Chavez will be paralyzed from the waist down.

The Media is invited to attend the event. Any advance promotion of this event is greatly appreciated. 

Mrs. Chavez will be at the event to thank the officers and the community for all the support given to her family. 

This is truly a family event with entertainment and children activities.  All proceeds raised will go to the Blue Ribbon Fund Account or Los Angeles Police Federal Credit Union for Officer Enrique Chavez.  The money will be used for his rehabilitation and acclimation to his injuries.

Missing Reseda Man

Nr06327 Los Angeles: The Los Angeles Police Department is asking for the public's help in locating Fred Lee Lewis, who was last seen on July 7, 2006, as he left his residence in Reseda.

On Friday, July 7, 2006, Mr. Lewis left his home in the 8000 block of Canby Ave. Mr. Lewis called his family on July 8, 2006, at 6:00 p.m. and stated that he left work and was on his way home. Mr. Lewis failed to arrive home, and he has not been seen or heard from since.

The Family describes his mental condition as good. 

Mr. Lewis is 46 years old and about 5'7" in height and weighs about 150 pounds, with brown eyes, and a beard.

South Los Angeles Man Shot and Killed

Los Angeles: 77th Street Homicide Detectives are asking for the public's help with information on the shooting death of 34 year old Larry Kendrick Scott.

On Friday night, July 21, 2006, around 9:15 p.m., Scott was standing on the sidewalk in the 4500 block of Van Ness Avenue.  The suspects, described only as two black men, drove by and shot him.  The suspects fled the area in a gray sedan.

Los Angeles Fire Department paramedics pronounced the victim dead at the scene.  The motive for this shooting is believed to be gang related.  The weapon and suspects remain outstanding.

2 Young Men Shot, 1 Dies and 1 wounded in Highland Park

Los Angeles: Northeast Homicide Detectives are asking for the public's help with information on the shooting death of a 17 year old boy early Saturday Morning.

On July 22, 2006, at about 12:20 AM, officers responded to a call at the corner of Avenue 40 and Midland Street in Highland Park.  The officers located a 17 year-old male Hispanic suffering from multiple gunshot wounds to his upper body.

The victim was taken to a local hospital where he later died from his injuries. 

A second male Hispanic 17 years-old was later located at a local hospital also suffering from gunshot wounds to his upper body.  He was listed in stable condition.

The investigation so far has found that the victims were attending a gathering in the 200 block of East Avenue 40 in Highland Park, when a fight erupted between several people.  The fight moved to the intersection of Avenue 40 and Midland Street where a male Hispanic, no further description, shot the victims. 

The motive for the shooting appears to be gang related.

Man Shot to Death, One Suspect in Custody

Los Angeles: The Los Angeles Police Department is asking for the public's help with information on the shooting death of 26 year old, Miguel Amezcua.

Friday, July 22, 2006, around 11:45 p.m., Amezcua was attending a party with some friends in the 1000 block of McFarland Avenue.  Sometime during the evening, Amezcua got into a fight with multiple suspects. One of the suspects produced an unknown type handgun and shot Amezcua multiple times.  Amezcua was struck in the head and chest and died at the scene.  The suspects left the area in a possible white, 4 door, Honda. 

Based on information provided by witnesses, detectives were able to identify a juvenile suspect and arrested him at his home.  His identity is being with held due to his age.  The other two suspects, described only as male Hispanics, are still outstanding.

Witnesses Help Capture A Murder Suspect

Los Angeles: Los Angeles Police Department is grateful for the assistance of several witnesses who chased and detained a man after shooting two men early Saturday morning in the Pico-Union Area of Los Angeles.

On July 22, 2006, at about 2:05 a.m., Eric Salvador, a 26-year-old Hispanic man and his cousin, Efrain Martinez, 27-years-old, were eating at a taco stand in the 3100 block of West Pico Boulevard. The suspect, a male Hispanic, walked into the taco stand and began yelling at the two cousins and other patrons. The suspect shot Salvador in the chest. When Martinez ran to the aid of his cousin, the suspect shot him in the arm and chest. Martinez, along with other patrons chased the suspect and detained him until the police arrived.

Both Salvador and Martinez were transported to Cedar Sinai Medical Center where they later died from their injuries. 

The suspect is identified as Edgar Suchite, 35-years-old of Los Angeles. Suchite faces two counts of murder and is being held on $2,000,000 bail.

The LAPD does not recommend confronting an armed suspect. However, we are appreciative of the bravery demonstrated by the witnesses, who helped to solve this case.
