Los Angeles: Chief of Police William Bratton today announced the following transfers and promotions of LAPD Command Staff, effective July 1, 2007:
- Commander Kenneth Garner, Personnel Group, has been promoted to Deputy Chief and will become Commanding Officer, Operations-West Bureau.
- Captain II Richard Webb, Use of Force Division, has been promoted to Commander and will become Commanding Officer, Professional Standards Bureau.
- Captain III James Cansler, Planning and Research Division, has been promoted to Commander and will become the Commanding Officer, Personnel Group.
- Captain III Stephen Jacobs, Southeast Division, has been promoted to Commander and will become Assisting Commanding Officer, Operations-South Bureau.
- Captain III Andrew Smith, Central Area, has been promoted to Commander and will become Assisting Commanding Officer, Operations-Central Bureau.
- Lieutenant II Todd Chamberlain, Emergency Services Division, has been promoted to Captain I and will become Commanding Officer, Hollenbeck Patrol.
- Lieutenant II Kelly Mulldorfer, Office of Operations, has been promoted to Captain I and will become Commanding Officer, Southeast Patrol.
- Lieutenant II Donald Schwartzer, Use of Force Division, has been promoted to Captain I and will become Commanding Officer, Southwest Patrol.
- Lieutenant II Phillip Trotter, Operations-Valley Bureau, has been promoted to Captain I and will be come Commanding Officer, West Valley Patrol.
- Lieutenant II Michelle Veenstra, Professional Standards Bureau, has been promoted to Captain I and will become Commanding Officer, Central Patrol.
The following paygrade advancements were announced.
- Captain I Matthew Blake, Southwest Patrol, has been promoted to Captain III and will become Commanding Officer, West Los Angeles Area.
- Captain II Joseph Hiltner, LAX, has been promoted to Captain III and will become Commanding Officer, Pacific Area.
- Captain I Phillip Tingirides, Southeast Patrol, has been promoted to Captain III and will become Commanding Officer, Southeast Patrol.
- Captain I Joan Wakefield, Central Patrol, has been promoted to Captain III and will become Commanding Officer, Central Area.
- Captain II Michael Williams, Gang Operations Support Division, has been promoted to Captain III and will become Commanding Officer, Air Support Division.
- Captain I Bill Eaton, West Valley Area, has been promoted to Captain II and will be come Commanding Officer, LAX.
- Captain I Mark Olvera, Hollenbeck Patrol, has been promoted to Captain II and will become Commanding Officer, Central Traffic Division.
The following reassignments were also announced:
- Commander Debra McCarthy, South Bureau, has been reassigned as Commander of West Bureau.
- Captain III Carol Aborn-Khoury, West Los Angeles Area, has been reassigned as Commanding Officer, Planning and Research Division.
- Captain III Bill Williams, Pacific Area, has been reassigned as Commanding Officer, Commercial Crimes Division.
- Captain II Regina Scott, Central Traffic Division, has been reassigned as Commanding Officer, Gang Operations Support Division.
- Captain I Ronald Eutsey, Office of Operations, has been reassigned as Commanding Officer, West Los Angeles Patrol.
- Captain I Robert Hauck, West Los Angeles Patrol, has been reassigned to the Office of Operations.
Be on the lookout Southwest. Don Swartzer will be checking front plates in the parking lot. If he can make captain, there is hope for all of us.

Wasn't he Bratton's permanent CDO?
And before that wasn't he a roll-over from the now defunct Transit Police?

What does Eutsey being from MTA Police have to do with anything? That absorbsion happened ten years ago. Being from MTA means he's not qualified to do what? He'll never be worthy of anything in LAPD cops minds?
He may be a dork or a bad leader, I dont know him but, just because he's from another dept previously has nothing to do with his ability to lead or be a good LAPD officer. . .

Captain II Regina Scott, Central Traffic Division, has been reassigned as Commanding Officer, Gang Operations Support Division? Now this woman is a very nice lady! But she is not the brightest bulb on the tree, not even close! I was shocked that she was a Captain, let alone a Commander at Gang support! That is why this department is going down hill at an alarming rate of speed. This woman knows NOTHING about gangs and is CLEARLY a demographic imperative appointment by Bratton! Sorry Los Angeles, but you have just been made less safe yet again. A further neutering of our Gang units is not the way to win this war on gangs! You wanna win the war on gangs? You put Deputy Chief Hillmann in charge and get out of his way! Let him put the people in there that he wants and this city will be cleaned up in no time! But Hillmann is a real Police Officer and Bratton would not want to be over shadowed by an effective, and actual LEADER!
First McNamara to Anti Terrorist Division, now Scott to Gangs, the Terrorists and Gangsters see the direction we are taking! WEAK leadership! Good thing we still have SOME Warriors out here that are not swayed by the incompetence at the top of our Department.
As for Commander Scott I pray for the city's sake that she truly understands what we have to deal without here! Because though she is a political appointment, she can still escape mediocrity and take the chains off her gang units.

You can't possibly know what is going on in the LAPD. First you let Chief Jorge Gascon play with personnel assignments. Now you're allowing Earl "my police car got stolen at o'dark hundred in a prostitution area of Long Beach" Paysinger to play puppet-master. Some of your recent promotions to your command staff are a joke. Eutsey will destroy WLA. Nathan is already on her way to ruining Wilshire. Schwarterzer is a front license plate nazi. But you really took the cake when you put Webb in charge at Internal Affairs. God save the queen because the king is too busy making nice-nice with Rudy!

Bratton is so beyond being a joke with some of these appointments.
Jim Cansler to Commander?? My God! This closet racist was accused of calling a black officer the N-word during a Trial Board. Instead of being punished, the late Bernie Parks promoted Cansler from a Captain I to a III. So much for a
Black protecting a Black!
Bratton, thank God, will be gone in four years or less, but the damage he leaves will last as a stain on the LAPD for decades. Just look at the lasting damage he left at NYPD which Bratton NEVER talks about.
God help the LAPD.
