Los Angeles: A 15-year-old juvenile was shot and killed in a gang-related shooting Monday night.
The shooting happened Monday, September 24, 2007, at around 10:50 p.m., at 140 South Kenmore Avenue. The victim was getting out of his vehicle when he was confronted by two male Hispanic suspects. One of the suspects pulled out a gun and shot the victim multiple times. The suspects ran southbound from the location towards 3rd Street.
Rampart officers arrived at scene and found the 15-year-old youth on the ground with multiple gunshot wounds. Paramedics responded to the location and transported the victim to a local hospital where he died a short time later. Detectives are withholding his identity at this time.
Later that evening, at approximately 11:30 p.m., Rampart officers received a radio call of a man with a gun in the area of Crownhill Road and Loma Avenue. Officers arrived and detained a male Hispanic suspect walking away from the scene that matched the suspect’s description. Officers discovered that the suspect, Richard Alvarez, 21, was involved in the robbery of a catering truck driver. Upon further investigation, officers determined that Alvarez was also involved in the shooting of the 15-year-old, earlier in the evening. Alvarez was arrested for murder and is being held on $100,000.00 bail.
The second suspect is still outstanding and is described as a male Hispanic, 5'5", 17 years of age, wearing dark clothing and a dark beanie.

I'm a little concerned for the public's safety.
LAPD now arrest suspects for murder and a pending robbery charge and their bail is only set at $100,000.00?!? It seems if the arrestee only needs 10 percent to bail out and calataral - he or someone he knows may be able to hire a bailbondsman and bail him out for $10,000.00. right? Is LAPD willing to accept the liability? What's wrong with this picture? In studying case law - A Spousal Abuse suspect with one Domestic Incident in the past - could have a $100,000.00. Murder and Robbery combined doesn't compare to a domestic arrest.
Shall someone contact the 15 year old's family (the boy who died) and see what they think? Does anyone else agree? Why have we lowered our standards? I hope I am not the only one who feels this way. It seems we have made it simpler for the suspect to get out of jail and do it all over again.

dis aint fair...he got arrested for murder and can get out for just 10,000 dollars this is nothing. his family can just pay this money and set him free, not knowing what he can go out and do in the streets, very dangerous.

LAPD doesn't set bail the court system does. Scott see what happens when someone goes off half cocked and calls attention to an issue that is dropped at the front door of LAPD when they have nothing to do with bail?
