Chief Bratton Briefs Media On MacArthur Park Disturbance

for podcast of Chief Bratton and Police Commission President Mack's Media Brief on MacArthur Park Disturbance, click here

Los Angeles: Police Chief William Bratton today provided members of the media with the following comments regarding the confrontation with police that occurred last night in MacArthur Park:

"In my capacity as Chief of the Los Angeles Police Department, I want to assure the public we all serve, the political leadership of the City, the media, and the men and women of the Department, that the Department, in conformity with the Consent Decree, our policies and procedures, and guidance from the Police Commission, will conduct comprehensive, detailed investigations into the unfortunate events that occurred in MacArthur Park yesterday, at the conclusion of what had been a series of peaceful marches, demonstrations, and rallies by tens of thousands of participants.

"My responsibility and obligation as Chief of Police is to investigate what happened, determine why it happened, and address and correct identified problems and issues.  In this instance, we will specifically focus on command and control of our officers, our strategic planning efforts and tactics, and most importantly, our significant use of force while attempting to address the illegal and disruptive actions of 50 to 100 agitators who were not a part of the larger group of thousands of peaceful demonstrators.
`
"As Chief of this Department and as a resident of this City, both of which I have come to love, I share the understandable concern and frustration of all of you that once again the Department, its members and the community are involved in such a troubling event.  Echoing Mayor Villaraigosa's comments, any time that our law enforcement officers use force, the public has an absolute and unqualified right to expect and demand an aggressive review of the facts and receive an honest reporting of the conclusions and recommendations.

"Last evening, shortly after the events at MacArthur Park and after discussions with Mayor Villaraigosa and Police Commission President John Mack, I held a series of command staff meetings to initiate several investigations into this matter.  The Inspector General, Andre Birotte, participated in the meetings held last night and throughout the day today, and will be involved as they move forward.

"One of the two investigations will focus on creation of an “After Action Report" to be prepared by Chief of Operations, Earl Paysinger. This comprehensive evaluation of the planning and operations relative to yesterday's events will be the foundation for a report to the City Council.

"A second  use of force investigation into complaints about our officers' actions will be conducted in full conformity with Consent Decree mandates, and will be headed up by Chief Mark Perez and the Internal Affairs Division of our Professional Standards Bureau.

"Last night, Chief Perez and his investigators were deployed to MacArthur Park to gather information and conduct interviews.  They were also sent to local hospitals to determine how many people were injured and to get their statements.  Investigators will be interviewing the organizers of the event as well.  Today, Professional Standards Bureau investigators are still collecting physical evidence, which includes video coverage from the local media, the LAPD Video Unit and video from surveillance cameras around the park.

"Investigators will be interviewing injured members of the media later this afternoon.  They will also work to identify the officers involved in the uses of force.

"The ultimate goal of the internal affairs investigation is to:

•Thoroughly investigate citizens' complaints of misconduct to determine accountability of individual officers' actions.

•Where an officer's actions are determined not to meet LAPD professional standards, to assist in determining the appropriate discipline.

"I have appointed my Chief of Staff, Jim McDonnell, who also oversees our Use of Force Review Boards, to oversee and coordinate both investigations.

"As I have stated, I am committed to an aggressive and exhaustive review of the facts.  To assist us in these investigations we need the participation of the media and the public.  If you have information or complaints concerning yesterday's incident, we encourage you to contact Internal Affairs at 1-800-339-6868 or the Inspector General at 213-202-5866.

"While there is still a great deal of fact and detail that must be sorted through, we do know the number of people hurt in the confrontation between police and demonstrators, including several members of the media, continues to grow.  Seven LAPD officers also suffered minor injuries caused by demonstrators throwing objects, and one motor officer was pushed off his bike.

"Eight adults and one juvenile were arrested for several offenses, including drinking in public, assault with a deadly weapon for throwing a rock at officers, and one arrest was made for interfering with police.

"In conclusion, before opening up to your questions, I regret and am, as are all of you, disturbed by the events so vividly depicted in the various news report videos.  Police use of force in any context is always visibly and emotionally upsetting, even when necessary and lawful – our challenge in reviewing and investigating the actions of our Department and its officers, and that of the public, is to determine if that use of force was an appropriate response to the level of threat, disturbance and danger that the officers were encountering. My commitment to you is to meet that challenge."

Publics Help Needed to Identify Armed Suspects

Los Angeles: Detectives are asking the public's help in identifying two robbers, who's images where captured on video, trying to rob a convenience store clerk at gunpoint.

On February 22, 2007, at around 7:30 p.m., two suspects walked into Lee's Market in the 4800 block of Avalon Boulevard, posing as customers. After a short time one of the suspects took an item to the counter and attempted to pay for it with a counterfeit $100 bill.

The second suspect then walked up to the counter and pointed a blue steel handgun at the the clerk and demanded that clerk give him a different $100 bill. After the clerk was unable to produce another, the suspects ran from the store.

"The photos are very good and any acquaintance of these individuals would be able to easily identify them," Sergeant Lee Sands said. "We hope someone will step forward and provide the information Detectives need to locate and arrest these dangerous suspects."

The robbers were described as Hispanic men, between 5'7" and 5'10" tall, weighing between 190 and 220 pounds, and were in their early 20's. The suspect who presented the counterfeit bill is distinguishable by his Mohawk style haircut.

Anyone with information is asked to call Newton Area Detective Howard Jackson or Officer Rocky Rodriguez at 323-846-6572. On weekends or during off-hours, call the 24-hour toll free number at 1-877-LAWFULL (1-877-529-3855).

Activation of New Photo Red Light Equipment in West Bureau

Los Angeles: Today, the Los Angeles Police Department announces the activation of a Photo Red Light (PRL) system at the intersection of Pico Boulevard and Bundy Drive.  This is the fourth activation within Operations-West Bureau (14th in the City) with a new Photo Red Light (PRL) monitoring system, which records vehicle license plates that run red lights.  In the near future, 18 additional locations will be outfitted with comparable machinery, totaling 32 intersections Citywide.

In June 2005, the City's PRL contract was not renewed after many years because of the poor quality of photographs.  In November 2005, the City Council approved the contract with a new vendor, Nestor Traffic Systems, Inc.  The new system is an improvement over the former system.

The dual-digital video camera system will record violators as they approach and travel through an intersection, after the light has changed to red.  The license plate will be photographed from the front and rear.  It is with the rear-facing camera that officers anticipate will increase the likelihood of convictions.

The digital video system will record 30 still frames per second for each violation, allowing a greater opportunity to get a clear photograph of the driver.

The new system has added features like the ability to monitor and adjust the equipment remotely via a satellite.  It will also provide live photographs from the intersection during a breaking emergency.

A sergeant and four officers will be assigned full time to administer the program.  They will use a laptop computer in court to present the digital evidence during disputed cases.

Media inquiries regarding this system may be referred to Sergeant Matthew MacWillie, Traffic Coordination Section, at 213-847-1705.

A list of the current and former Photo Red Light intersections is available from Media Relations Section, upon request.

Man Shot after Pointing Gun at Officer

Los Angeles: A gunman trying to elude police officers was shot last night, April 26, 2007, after the man pointed a gun at an officer.  Twenty-one-year-old Pedro Rentaria died at the scene.  His gun was found at the scene.

Witnesses called police around 6:30 PM and reported three Hispanic gang members standing in front of 1418 West 225th Street.  A caller described one of the men with a gun.  He was wearing a blue hat and a blue shirt.

When Officer Daniel Robbins, 36, and his partner drove by, they noticed a group loitering.  The group dispersed and the officers followed a man with the blue hat, who was later identified as Rentaria.  He ran into an apartment complex and entered a ground-floor apartment.  The officers tried to contain the apartment when one officer saw Rentaria climbing out a rear window.

Rentaria raised a gun at Officer Robbins when the suspect saw the officer had cut off his escape.  Officer Robbins fired.  Rentaria ducked back into the apartment and refused to come out.

Knowing they had an armed suspect barricaded inside the apartment, the officers waited for SWAT to arrive.  After about 30 minutes, SWAT officers entered the apartment and found Rentaria dead from a gunshot wound.

A coroner's examination will determine whether the gunshot wound was from the officer's fire, or self inflicted.  Investigators found Rentaria's loaded gun at the scene.

Officer Robbins is assigned to the Harbor Police Station's gang unit.  He is an 11-year veteran of the LAPD.

Force Investigation Division will investigate the officer-involved shooting.

Officer Rescues Kidnap Victim

Los Angeles: A police sergeant fired to disable a white van last Sunday morning, April 22, 2007, after he realized that several men in the van were holding a woman against her will.  The woman escaped and three men were later arrested.

The kidnapping occurred just after 4 A.M., outside the Felix Bar on Florence Boulevard when two Hispanic men force a 24-year-old Latina into the van, which contained at least one additional man.  Witnesses reported the incident, explaining the men and woman had been drinking at the bar.

Sergeant Pedro Torres, 40, drove toward the bar and noted the van's description and license plate number from the radio broadcast.  Torres turned a corner and found himself head on with the white van.  He exited his police car and ordered the van's occupants to get out.

"The sergeant could see a naked woman, apparently unconscious in the van," said LAPD spokesman Lieutenant Paul Vernon.  "No one came out and the van started to drive away.  Sergeant Torres had to make a split-second decision.  He realized he could not let these men drive away with the woman."

As the van pulled away, Torres fired at the van's tires, using two-round bursts.  He fired a total of six shots.  Several of the rounds hit their marks and he could hear the tires burst as the van drove around the corner.

Police quickly found the victim walking in the street near 61st Street and Menlo Avenue.  Officers found the white van abandoned a few blocks away at Hoover Street.

Eventually three men were arrested for kidnapping:  Saul Bramasco, 31; Carlos Luevano, 23, who was driving the van; and Jose Cordova, 32. Investigators are still trying to determine whether any other men were involved.

The victim was not seriously injured, and no one was hit by the shots fired.  The victim said the suspects had a gun, but none was found so far.

Sergeant Torres is an 11-year veteran of the LAPD, and he is assigned to the 77th Street Police Station.  The Felix Bar is located at 640 West Florence Avenue.
