Man Killed In Motorcycle Collision

Los Angeles: A 33-year-old  man was killed during a motorcycle collision in Reseda.

On Thursday, May 17, 2007, at approximately 8:30 p.m., Hodari D. Bowen, a resident of Reseda,  was driving his 2007 Yamaha motorcycle on Victory Boulevard approaching Wilbur Avenue.

A 2000 Mercedes Benz was at the intersection waiting to turn left. Mr. Bowen approached at a high rate of speed and collided with car. 

Mr. Bowen sustained serious head injuries. He was transported to a local hospital were he died a short time later.

Police Commission Weekly Meeting

Notes from the May 15, 2025 Police Commission Weekly Meeting

•    Overall violent crime is down, as well as overall gang crime.  Gang-related homicides are down 26.5% over this time last year.

•    There are currently 429 recruits in the Academy.  On May 25, 2007, 42 cadets will graduate.  The newest class contains 63 cadets.

•    On Tuesday, May 29, 2007, the Chief will submit the preliminary results of the MacArthur Park after-action investigation to the Commission for approval, before submitting to City Council on Wednesday, May 30, 2007.

•    Assistant Chief McDonnell is coordinating efforts on the 3 investigations being conducted by the Department regarding the incident at MacArthur Park.  The comprehensive after-action investigation, in particular, will be expanded due to intense public interest and will be made public.  This is an unprecedented move and represents a step towards transparency, as elements of this investigation that would normally have been withheld will be made public.

•    Police Administrator Gerald Chaleff, along with Risk Management Group and the City Attorney, is tracking all lawsuits pertaining to the incident at MacArthur Park.  Currently there are 4 federal filings and 3 filings at the state level.

•    Chief Bratton continues his outreach efforts to the community regarding the incident at MacArthur Park via regular meetings with political leaders, the media, community leaders and advocates, Police Commissioners, the Inspector General, the Federal Monitor and the FBI as well as through the Senior Lead Officers of the geographic Areas, who communicate with local residents.  Additionally, the Chief is attending roll calls at the geographic Areas as well as staying in communication with union representatives.

•    The Inspector General describes his organization’s review and evaluation of the incident at MacArthur Park as being in the outreach and information-gathering stage.  The Inspector General’s office is collecting evidence from the public and interest groups, including videos, photos, training manuals, etc.  Inspector General André Birotte characterizes the Department’s cooperation with this investigation as outstanding.

•    In a verbal update from Thom Brennan, it was stated that the last of the major renovations of Parker Center has been completed.  Construction of the new headquarters continues with concrete pouring leading up to August 17, 2007, at which point the installation of steel structural beams will begin.  The new jail is on schedule.

•    The Department’s report authorizing the California Commission on Peace Officer Standards and Training (POST), to reimburse the Department for costs in conducting four presentations for the Robert Presley Institute of Criminal Investigation Core Coarse for the term beginning July 1, 2025 through June 30, 2025 was approved.

•    The Department’s report to the Second Supplemental Agreement No. C-108071 between the Department and Robert J. Mundy for equine farrier services was approved.

•    The Department’s report relative to training courses provided, for personnel assigned to Scientific Investigation Division, by the Narcotics Analysis Laboratory Trust Fund Expenditure Plan No. 13 was approved.

•    The Department’s report relative to a request for payment of a reward to community member for providing information instrumental in the apprehension of a Ten Most Wanted Gang Member was approved.

•    The Department’s report relative to a proposed revision to City Council approved Records Retention Schedules for Original/Official Records for Commercial Crimes Division, Hollywood Division, Juvenile Division, Narcotics Division, Office of Support Services, Office of the Chief of Police, Personnel Division, and Scientific Investigation Division was approved.

•    The Department’s report relative to a proposed addition to City Council approved Records Retention Schedule for Original/Official Records for Personnel Division was approved.

•    The Department’s report relative to a request for authority to Destroy Obsolete Records for Original/Official Records for Central Area, Detective Support Division, Harbor Area, Hollenbeck Area, Hollywood Area, Jail Division, Narcotics Division, Northeast Division, Property Division, and Records and Identification Division was approved.

•    The Department’s report relative to a request for authority to Destroy Obsolete Records for Original/Official Records for Central Traffic Division, Commission Investigation Division, Harbor Area, Hollenbeck Area, Hollywood Area, Professional Standards Bureau (Internal Affairs Group), Juvenile Division, Motor Transport Division, Office Of Operations, Personnel Group, Property Division, Records and Identification Division, Special Operations Support division, Training Division, and West Valley Area was approved.

•    The Department’s report relative to a request for information:  recapitulation of warrants authored and firearms seized by the Gang Impact Teams, First Quarter 2007 was approved.

•    The Department’s report relative to providing each Special Weapons and Tactics (SWAT) officer with a take home vehicle, due to call out response time was approved.

•    The Department’s report relative to taser camera test project, for TASER Model X-26 equipped with cameras (TASERCAM) was approved.

•    The Executive Director’s report relative to a proposed fee structure for special services provided by the Los Angeles Police Department was continued to May 29, 2007.

•    The Department’s report, in response to Board query, relative to approval of permits for large events and procedures for cost recovery on events for which fees/costs are not waived by the City Council was approved.

•    The Department’s reports and the Executive Director’s report, in response to a Board request, relative to Professional Standards Bureau protocol on racial profiling investigations were approved.

•    The Department’s report and the Inspector General’s report relative to the Discipline Report, Fourth Quarter 2006, in accordance with Paragraph 88 of the Consent Decree was approved.

•    The Inspector General’s report relative to the Complaint Investigations Audit for Fiscal Year 2006/2007 was approved.

•    The Department’s report and the Inspector General’s report relative to the Ethics Enforcement Section Quarterly Report, Fourth Quarter 2006, in accordance with the Annual Audit Plan were approved.

•    There will be no Commission meeting next week.  The next weekly meeting will take place on Tuesday, May 29, 2007.

Hollywood Man Stabbed to Death

Los Angeles:  A 45-year-old man was stabbed to death after an argument in Hollywood on Mother's Day.

On Sunday evening, at around 9:35 p.m., officers received a radio call of an Assault With a Deadly Weapon (ADW) in progress in the 1600 block of North Highland Avenue.  When they arrived, they found the victim, Roderick Poole, with multiple stab sounds on the ground in the parking lot of a restaurant.  He was transported to a local hospital where he died of his injuries.

Witnesses told investigators that Poole and his wife were standing in the parking lot when the suspect nearly ran him over as she was driving out of the lot.

Words were exchanged between Poole, the driver and passenger.  When Poole and his wife started to walk away, the female driver and her passenger got out of the car, attacked Poole, stabbed him several times and drove away.

The suspects were identified as Angela Sheridan, 24 and her husband Michael Sheridan, 25. They were both arrested later that evening and booked for murder.  Bail was set at $1,000,000 each.

Two Die in Traffic Collision

Los Angeles: A Sunday morning traffic collision in Southeast Los Angeles claimed the lives of two pedestrians and injured three.

On May 13, 2007, around 7:00 a.m., Harley Daniels, 21, of Los Angeles, was driving his 2006 Dodge Charger at a high rate of speed west on Century Boulevard toward Vermont Avenue. Daniels lost control of the vehicle and collided with an iron gate on the corner of Century and Vermont.  The impact of the collision caused the gate and other debris to strike five pedestrians standing at an adjacent bus stop.

Two of the pedestrians died: Marilyn Herod, 57, received massive head trauma and was pronounced deceased at the scene; Servin Herrera, 27, also suffered head trauma.  He was rushed by paramedics to a local hospital where he later died.  Two others were seriously injured.  One bystander sustained minor injuries. 

Daniels suffered minor injuries.  He was arrested for Gross Vehicular Manslaughter.

Carjacker Treated for Injury After Stealing Taxicab

Los Angeles: Police obtained medical treatment for a Grand Theft Auto suspect early Wednesday morning after arresting him for assault on police officers.

On May 9, 2007, around 2:15 a.m., San Fernando Valley Bureau officers were alerted by police radio that a marked taxicab in Van Nuys had just been stolen. Approximately 30 minutes later, two uniformed Mission Area officers in their patrol car saw the taxi and attempted to stop it.

The suspect, driving the stolen vehicle, refused to yield and led police on a pursuit. As the pursuit entered the area of Sepulveda Boulevard and Rinaldi Street, officers employed the PIT (Pursuit Termination Technique) maneuver to stop the fleeing vehicle. While police stood outside of their patrol car, the suspect, later identified as Scott Spence, Caucasian, 48, attempted to ram them with the taxi. Spence then sped away.

The pursuit resumed. After officers used the PIT maneuver a second time, the taxi came to a stop in the 11300 block of Blucher Avenue in Mission Hills.

According to policy, the police followed High-Risk Vehicle Stop procedures and ordered the suspect out of the car. Spence refused to comply with instructions and appeared to be preparing to drive away.

Police Officer II Antonio Martin, 32, nine years with the Department, fired two beanbag rounds through the taxi's partially opened door. One round struck Spence on the head. The suspect was taken into custody without further incident.

Paramedics transported Spence to Holy Cross Hospital where he received treatment for a laceration to the forehead. He was then released to police custody and charged with Assault with a Deadly Weapon on a Police Officer.

Neither officer was injured.

Force Investigation Division responded to the scene and is handling the injury investigation.

Los Angeles Man Dies in Downtown Stabbing

Los Angeles:  Central Area Homicide Detectives are investigating the stabbing murder of a man last night in downtown Los Angeles.

On May 12, 2007, shortly after 10:00 p.m., officers responded to an Assault with a Deadly Weapon call near the intersection of 8th Street and Werdin Place.  When police arrived,Fire Department personnel advised them that the victim, a male Black of Los Angeles, had already been rushed by paramedics to Los Angeles County USC Medical Center. Following emergency treatment at the hospital for multiple stab wounds, the victim succumbed to his injuries at 1:48 a.m.

The man's name has not been released pending notification of his family.
