• Police Commission President Anthony Pacheco met with Councilmember José Huizar to discuss matters in Council District 14.
• Police Commission Vice President John Mack, Commissioner Robert Saltzman and Police Commission Executive Director Richard Tefank were briefed by Deputy Chief Michael Hillmann on the Department’s training, planning and preparation for the May 1 event. Discussions were held to address command control issues and a Tabletop Session is scheduled with command staff to focus on communication and coordination concerns. Arrangements with outside agencies are also being coordinated.
• Commissioner Andrea Ordin and Commissioner Robert Saltzman participated in a conference call on the Safer City Initiative.
• Commissioner Alan Skobin requested the Commission consider various quality of life issues. He noted the need for the Department to view the Hotel Ordinance from another perspective by adding a training component. He has met with several hotel operators and staff in an effort to emphasize the education, compliance and enforcement components of the ordinance. Commissioner Skobin also worked with staff and the Department of Transportation to address enforcement issues concerning bandit taxi cabs (unlicensed taxis). He will provide the Commission with recommendations at a later date.
• Commissioner John Mack joined Chief William Bratton, Assistant Chief Earl Paysinger, Deputy Chief Sergio Diaz and Deputy Chief Charlie Beck in a meeting with community clergy persons to discuss violent crimes, including racially motivated assaults. The meeting was scheduled in an effort to reach out to the community and receive input on how best to address the situation.
• Assistant Chief Earl Paysinger reported that the Command Staff Mentoring Program has been very successful. Over half of the captains that participated in the program during his tenure have promoted and would be extremely effective in mentoring future participants.
• The Department’s Verbal Presentation on the status of construction of Metropolitan Jail, new Police Administration building and other projects as reported by Police Administrator Thom Brennan was received. He reported the Metropolitan Bomb Squad facility move in had been completed in March. He updated the Commission on the status of the replacement stations: Rampart is 98% complete; Harbor and Hollenbeck are over 90% complete; the construction of Olympic and Topanga should be completed in May, however, due to funding limitations, move in may not occur until January 09; Metro Detention Center is 75% complete and scheduled to open in February 09; and the Police Administration Building is 65% complete.

• The Department’s Report, dated April 14, 2008, relative to the Transmittal of the Report for Supplemental Funding for the 2007-08 and Award of Funding for the 2008-09 Juvenile Justice Crime Prevention Act Program, as discussed by Fiscal Operations Division Senior Management Analyst II Wanda Bell was approved and transmitted to the Mayor and City Council. She reported the State reduced the County’s funding, which reduced the City’s funding from $480,000 to $428,125, $90,000 of which will be dedicated to the Explorer Program. Commissioner Saltzman underscored the need to ensure that the Explorer Program was in compliance with the City's non-discrimination policy. Commissioner Pacheco added that the Commission had requested guidance from the City Attorney’s Office on the issue.
• The Department’s Report, dated April 15, 2008, relative to the Criminal Case Filing Rates of Individuals Arrested - First Quarter Report (January 1, 2025 - March 31, 2025) was approved.
• The Department’s Report, dated April 3, 2008, relative to Warrant Applications and Supporting Affidavits Audit Second Quarter, December 28, 2007, AD No. 07-002, Recommendation AD 01, as presented by Assistant Inspector General Django Sibley, Assistant Inspector General Beth Kennedy and Police Auditor Erin Kenney was received and filed. Police Commissioner Alan Skobin stressed the need for a clear set of objectives and requested an update from staff in the future on how this need was being addressed.
• The Department’s Report, dated December 28, 2007, and OFFICE OF THE INSPECTOR GENERAL’S REPORT, dated April 8, 2008, relative to the review of the Department’s Warrant Applications and Supporting Affidavits Audit, Fiscal Year 2007-2008, pursuant to the Federal Consent Decree, were approved.
