•The Police Commission thanked the Department for assisting in the coordination of Deputy Chief Kenneth Garner's funeral services and noted how fitting and appropriate the services were.
•Police Commission President Anthony Pacheco requested an update and follow up on the in-car video installation and off duty/retired officers work on film production issues. He informed the audience on April 14, 2009, there would be an update on the MacArthur Park incident and Board of Rights hearings.
•Commissioner Robert Saltzman also requested Executive Director Richard Tefank provide the Commission an update and status on the special order for help, back up and assistance calls, as well as the 800 task force case. In addition, he asked the Executive Director research any opportunities the new Federal Stimulus Package might present the Department.
•The Police Commission invited the public to attend its Community Meeting on April 7, 2009, at 6:30 p.m. at the University of Southern California.
•Assistant Chief Earl Paysinger remarked yesterday's home going celebration for Deputy Chief Garner was poignant and respectful. He thanked the Commission for their support and Commander Kirk Albanese and his team for their remarkable coordination of the event. He also proudly reported crime in the City of Los Angeles continues its downward spiral.
•The verbal presentation and update from the Southeast Commanding Officer Captain Phillip Tingirides and Community Police Advisory Board (C-PAB) representative Theresa Martinez regarding community initiated problem solving, crime strategies, and other programs and goals within the Southeast Area was received. Ms. Martinez informed the Commission the C-PAB is comprised of 37 members and is currently working on identifying and increasing the number of video cameras in the area, as well as bettering lighting in areas most in need, such as alleys. Captain Tingirides stated his goal is to change the culture. Southeast Area is no longer the most violent area and for the past two years, has experienced reductions in violent crime. He noted the Jeopardy Program has begun working with DCFS and has moved into several schools to identify problem kids and to work with them early on. There is one DCFS representative assigned to Southeast who assists with parenting classes and identifying issues before they become a problem. He also reported there was much work being done with the clergy and the Division's gang intervention programs, as well as the Neighborhood Prosecutor to alleviate illegal dumping. The Police Commission commended Southeast Area, the Community C-PAB and their partners for the good work they have done and continue to do.
•The Department's report, dated February 11, 2009, relative to the Internal Investigations-Unlawful Search Follow-Up Report as presented by Commander Richard Webb was approved. Police Commission President Anthony Pacheco stated he was pleased to report the Inspector General's office will be involved with the process, working closely with the Department and keeping the Commission informed of the ongoing work and progress.
•The Department's report, dated February 23, 2009, relative to the Gang Awareness Training Audit (AD No. 06-024) was continued.
•The Department's report, dated February 24, 2009, relative to the Supplemental Police Account Fourth Quarterly Report (October through December 2008) was approved and transmitted to the City Council and Office of the City Controller.
•The Department's report, dated February 20, 2009, relative to the 2008 K-9 Platoon Annual Summary Report as presented by Captain Dennis Kato and Lieutenant Robert Arcos was approved. Lieutenant Arcos informed the Commission the Platoon is working on getting camera and audio transmitters for the dogs. Commissioners John Mack and Alan Skobin offered their assistance to the unit.
•The Department's report, dated February 27, 2009, relative to the Request for Approval of the First Supplemental Agreement to Agreement No. C-113413 between the City of Los Angeles and Orchid Cellmark, Inc. for Forensic DNA Analysis Services was approved and transmitted to the Mayor, and the Chief of Police was authorized to execute the Supplemental Agreement upon Mayoral review and approval.
•The Department's report, dated March 2, 2009, relative to the Recapitulation of Warrants Authored and Firearms Seized by Gang Impact Teams, Fourth Quarter 2008, was approved.
