Sounds like they are trying to cover themselves.

What they are trying to do is remove some of the mystery the public may feel regarding the "investigative and review process" that occurs when Los Angeels Police Officers use deadly force. The process is both independent and thorough and this does not even mention the fact that Federal investigators can also become involved. The public needs to have faith in their officers'use of force and helping to better understand the processes used to review it is a positive step for all.
