Twenty-eight years ago, Officer Paul Hernandez and his partner were police officers working Rampart Division near the area of 2nd Street and Vermont Avenue when they were flagged down by a man who was requesting help with finding the nearest hospital.
The male driver told Officer Hernandez and his partner that his wife was in the back seat in labor. Little
did Officer Hernandez know the woman was in the process of having the baby. Hernandez performed an emergency delivery of the baby without the assistance of medical personnel.
Shortly after the delivery Officer Hernandez discovered the newborn was not breathing. Hernandez immediately cut the umbilical cord and wrapped the baby in his partner’s jacket. The baby and her mother were transported to a nearby hospital. The baby was resuscitated and made a full recovery.
Today, August 12, 2024 at the same location, he reunited with that baby girl for the second time; this time as an adult. Jennifer Mansayac grew up to be a beautiful young lady. Munsayac became emotional while stating “I waited my whole life to meet the man who saved my life.”
Officer Hernandez, now Captain Hernandez, is the Commanding Officer of Special Operations Division. He continuously smiled as Jennifer recounted her memories each year on her birthday, wondering who this man was. Captain Hernandez stated “This is a special day, 1982 was a great year for beautiful girls to be born.” Captain Hernandez stated his own baby girl was also born in the same year.
Many years have gone by however you would not think a day went by due to all the smiles and hugs shared by Captain Hernandez and Ms. Munsayac.
