Accidental Discharge of a Firearm

Los Angeles:   A Los Angeles Police Department (LAPD) officer discharged his firearm unintentionally as he was participating in a building search looking for a suspect.

On June 24, 2010, at about 5:56 p.m., Metropolitan Division officers responded to the 1300 block of West Sunset Boulevard where a homicide suspect was believed to be contained within a perimeter.  Police Officer III Juan Zarate, thirteen years and four months with the Department, was assigned to clear and maintain control of a second floor apartment complex stairwell.

During the search, Officer Zarate unintentionally discharged one round from his service rifle into the stairwell floor.  There were no injuries as a result of the unintended discharge.

Force Investigation Division personnel are investigating this incident.

July 1, 2025 - Los Angeles Police Chief Charlie Beck joined Mayor Anthony Villaraigosa, Los Angeles County Sheriff Lee Baca, Los Angeles City Fire Chief and Los Angeles County Fire Chief in their 4^th of July Anti-Fireworks Press Conference.

The goal of the press conference was to educate and inform the citizens of Los Angeles in an effort to reduce the number of injuries and property loss caused by illegal fireworks.

Police and Fire officials discussed the high fire danger and potential injuries as the consequences of using fireworks. Chief Beck assured the public that violators will be arrested and will go to jail if caught using fireworks.  He stated “Enjoy the holiday, be safe, spend it at home not in jail.”

The Fire Department demonstrated a live pyrotechnic display at the Los Angeles Fire Department’s Frank Hotchkin Memorial Training Center.

Office Creeper Strikes in the Miracle Mile District

Los Angeles: Los Angeles Police Department (LAPD) Wilshire Burglary detectives seek the public’s help in identifying a grand theft suspect.

On Tuesday, June 29, 2025 during the day time, an “Office Creeper” struck in the busy Miracle Mile District.  A male suspect was able to walk freely through a busy office building located in the 5700 block of Wilshire Boulevard, drawing no suspicion from working employees.  The suspect discretely entered the building, where he gained access to a large amount of U.S. and Euro currency.  He then casually walked out of the building undetected.

Police described the suspect as a bald, Black male, 40-50 years old, standing about 5 feet 11 inches tall and weighing about 230 pounds.  The suspect was seen wearing a red and white checkered shirt, and black pants, carrying a black plastic shopping bag.

Notes from the June 29, 2025 Weekly Police Commission Meeting

•    Police Commission President John Mack stated he had the opportunity to attend a news conference with Chief Charlie Beck, Mayor Antonio Villaraigosa and City Council Members. The news conference announced the addition of video cameras which will be placed in Nickerson Gardens Housing Project in Watts. This addition is a continuation of a process originally initiated in Jordan Downs which has been very effective in aiding the residents in reducing crime and gang violence. This is a new development of constructive and positive working relationship that has developed between the LAPD and the community.

•    Chief Charlie Beck commented on two significant events which took place this past weekend. On Friday night the monthly “Critical Mass Bicycle Ride” took place in West Bureau and Central Bureau. The event is a collaboration between the Los Angeles Police Department and the cycling community. The ride was positive compared to the circumstances from the previous month and no issues arose. The Department will continue to work with the cycling community to make it a safe event that is run legally with the right supervision from law enforcement. This past weekend 200,000 people attended the Electric Daisy Carnival at the Sports Arena Coliseum complex. This is the nation’s largest rave event and it resulted in more than 100 ambulance responses. Approximately 60 arrests were made, most of them for sale of narcotics.

•    The Department’s report, dated June 18, 2010, relative to the Destruction of Obsolete Duplicate Records, was approved.

•     The Department’s report, dated June 16, 2010, relative to the DNA Monthly Report for May 2010 was approved and transmitted to the City Council.

•    The Executive Director’s Report, dated June, 24, 2010, relative to the Write Off of Uncollectible False Alarm Accounts Receivable identified in LATAX for the period January 1, 2025 through December 31, 2005, was approved.

•    The Department’s report, dated June 18, 2010, relative to the Department’s Response relative to the City Council Motion on Revenue Changes and Specific Sources of Revenue Funds for the Fourth Financial Status Report, Fiscal Year 2009/10, Council File No. 09-0600-2303, was approved and transmitted to the Budget and Finance Committee.

•    The Department’s report, dated June 18, 2010, relative to Topanga Area Gang Enforcement Detail Command Accountability performance Audit (IAID No. 10-001), was approved.

•    The Inspector General’s Report, dated June 14, 2010, relative to Review of the Department’s Cash Management and Control - Unclaimed Monies Seized Account Audit, was continued.

•    The Department’s Report, dated January 29, 2010, and Inspector General’s Report, dated June 15, 2010, relative to the Review of the Ethics Enforcement Section Quarterly Report, for the Fourth Quarter was, approved. 

Officer-Involved Shooting Occurs When Suspect Points a Gun at Detectives

Los Angeles:  Last Thursday around 11:40 in the morning, an officer-involved-shooting occurred after a serial robbery suspect pointed a gun at Los Angeles Police Department (LAPD) detectives.

On June 24, 2010, detectives from the Department’s Robbery Homicide Division, Special Investigation Section, were conducting surveillance on a possible suspect involved in a series of armed robberies.  The robberies took place at several check cashing businesses in LAPD’s West Valley Area.  

The surveillance team followed the suspect, 22-year-old Emmanuel Bracy, to a Check ‘N Go business located in the 12900 block of Foothill Boulevard in the City of San Fernando. The suspect entered the business, committed an armed robbery and drove away from the location.  

Soon after, a member of the surveillance team spoke with a check cashing business employee and confirmed that an armed robbery had occurred.  The detective informed the other surveillance team members and together they followed the suspect to the 12300 block of Osborne Street.  Detectives Carl Worrell, 20 years, seven months with the LAPD, Donald Walthers, 20 years, four months with the Department, Richard Guzman, 17 years with the Department, and Randy Rico, 28 years, five months with the LAPD, initiated a vehicle containment technique to apprehend the suspect.  The suspect pointed a hand gun at the detectives and an officer-involved shooting occurred.

The suspect was injured by multiple gunshots and transported by rescue ambulance to a local hospital where he remains recuperating from his injuries.  No police personnel were injured during the incident.

The LAPD Force Investigation Division responded to the incident and is handling the officer-involved shooting investigation.

Observe Independence Day Weekend Responsibly, with your Family and Friends.

Independence Day commemorates this Nation’s adoption of the Declaration of Independence on July 4, 1776, declaring independence from the Kingdom of Great Britain.  Unfortunately, Independence Day weekend has become an excuse for many to party and drink irresponsibly.  As a result, the driving under the influence (DUI) driver is a tremendous public safety concern over the July 4th weekend.  To ensure a safe 234th Independence Day, the Los Angeles Police Department (LAPD) recommends the following tips:

• Plan a safe way home before the festivities begin;
• Designate a sober driver;
• Leave your car keys at home;
• Call a taxi, call a friend or family member, or use public transportation to ensure you get home safely;
• Call 911 if you see a possible drunk driver on the road; and,
• Take the car keys away from someone who is about to drive impaired and assist them in getting home safely.

In an effort to keep the streets of Los Angeles safe during the Independence Day weekend, the LAPD will conduct the following sobriety checkpoints:

• July 2, 2025 (Friday) from 8 p.m. to 2 a.m. in North Hollywood Area on Ventura Boulevard between Eureka Drive and Fruitland Drive;
• July 3, 2025 (Saturday) from 8 p.m. to 2 a.m. in Hollywood Area on Hollywood Boulevard between Gower Street and Bronson Avenue; and,
• July 4, 2025 (Sunday) from 3 p.m. to 9 p.m. in Harbor Area on Harbor Boulevard at 1st Street.

June 23, 2025 – Not even one year old yet, the Police Administration Building (PAB) in Downtown was awarded the Q Award from the Alliance for Quality Construction for outstanding contributions toward the attainment of quality construction within the building industry of Southern California.

With the ceremony held in the Ronald F. Deaton Auditorium, Pam Ackrich, Chair of the Alliance for Quality Construction, presented Chief Charlie Beck with the award in front of the many service contractors who helped build the PAB.  Afterwards the many contractors in attendance were served lunch in the plaza of the building.

The new PAB was completed last year and is now fully operational. It houses many of the Department’s specialized units as well as command staff.  It was built as a replacement to Parker Center which served as the LAPD Headquarters from 1954 to 2009.

Suspect Arrested After Pointing Gun At Police Officer

Los Angeles:   David Brooks, 25, is under arrest after he led police on a foot pursuit and pointed a loaded handgun at them, prompting an officer involved shooting in which no one was hit.

On Tuesday, June 22, 2010, at around 7:20 p.m., Southeast Area Gang Enforcement Detail (GED) Officer Billy Lee, 4 years 9 months with the Department, and his partner, were working a crime suppression detail in the housing development near Avalon Boulevard and 88th Place.  

Officer Lee and his partner were driving when they saw Brooks walking in the 600 block of Caliburn Drive, and noticed that he was holding his waistband.  Both officers got out of their police vehicle and approached Brooks to conduct an investigation.

After the suspect ignored their commands to stop, he ran and attempted to enter a locked apartment unit.   The suspect then led officers in a foot pursuit through the housing development.  As Brooks turned the corner, Officer Lee saw him holding a semi-automatic handgun in his hand.  Officer Lee momentarily lost sight of Brooks as Brooks ran between two apartment buildings, but eventually caught up to him.  

Brooks pointed a handgun at Officer Lee, and an officer involved shooting occurred.  Brooks fell to the ground and was taken into custody without incident.  There were no injuries as a result of the gunfire.  A 9mm semi-automatic handgun was recovered next to Brooks.  

Brooks was booked for Assault with a Deadly Weapon on a Police Officer with a Firearm.  

Force Investigation Division responded and are investigating the officer involved shooting.       

Southeast Area Detectives will be investigating the crime against Officer Lee.

After-Prom Party Murder

Los Angeles:  Los Angeles Police Department (LAPD) Pacific Area Homicide detectives are asking the public to provide information that could lead to the arrest of a suspect wanted for the murder of 21-year-old Michael McGuire, a resident of the Venice Area of Los Angeles.

On June 13, 2025 just before 2 a.m., Michael McGuire was standing on the sidewalk in front of a residence in the 2400 block of Louella Avenue, which was the scene of an after-prom party, when a dark-colored SUV drove by.  An occupant of the vehicle suddenly opened fire, shooting McGuire and grazing another victim who was with McGuire.  The vehicle sped away from the scene.    

McGuire was transported to the local hospital and was later pronounced dead from his injuries.  The second victim was treated for a gunshot wound and released.

LAPD detectives believe there are many witnesses to the shooting and are urging the public to provide information that could lead them to the suspect, weapon and get-away car.
