· Police Commission President John Mack informed California Department of Justice (DOJ) communicated their pleasure with the significant improvement the Department has made in regards to investigation Biased Policing complaints.
· Police Chief Charlie Beck commented this past week has been a somber one, with the passing of Captain Bill Eaton. The Department continues to maintain crime reduction numbers in every category. Chief Beck further addressed the three Officer Involved Shootings this weekend and stated it was far too early to draw conclusions. He further displayed empathy to the families involved and to the two officers who were injured during one of the incidents.
· Captain Dennis Kato and Gwendolyn Wood, CPAB co-chair, presented a status report from 77th Street Community Police Advisory Board. 77th Division CPAB goals for 2010 were to increase youth outreach and involvement, inclusion of Hispanic community members to the CPAB. Wood stated one of the accomplishments from the CPAB was the distribution of baby diaper bags, which are placed in police vehicles. Future goals include repairs to the juvenile “soft room,” involvement in station carnivals and involvement with the Community Relations Office in regards to youth programs.
· The Department’s report, dated January 7, 2011, relative to the Supplemental Police Account XXIV, was approved and transmitted to the Mayor and City Council.
· The Department’s report, dated January 4, 2011, relative to the Internal Affairs Group- Tour of Duty Inspection-Second Quarter Fiscal Year 2010/11, was approved. Sergeant Jeff Phelps informed the three objectives of the inspection were, timely reviews for extensions and approval for investigators, and whether evaluation for extensions was conducted. 32 out of the 33 investigators reviewed met standards, and none had sustained complaints.
· The Department’s report dated January 7, 2011, relative to the Warrant Applications and Supporting Affidavits, Audit, second Quarter, Fiscal Year 2010/11, was approved.
· The Department’s reports, dated January 14, 2011, relative to Professional Service Agreement with Celplan Technologies, Inc. for the LAPD Wireless Camera Surveillance
System- Foothill, West Valley and Topanga Area, presented by Valley Bureau Commander Sharon Papa, was continued for January 25, 2011. One of the concerns addressed by Commissioner Alan Skobin is some of the surveillance cameras in Valley Bureau were not working due to maintenance issues. West Valley and Topanga Area cameras have a two year warranty as opposed to Foothill Area with one year warranty. The Commission recommended contacting Celplan Technologies and extending Foothill Area warranty to two years.
