• Police Commission President John Mack thanked Assistant Chief Earl Paysinger for recently sponsoring a community relations symposium with Department command staff and other members of law enforcement to discuss the importance of partnerships and the responsibility law enforcement officials have in working together to combat crime. He said he also attended the Community Police Advisory Board symposium which focused on emergency preparedness.
• Assistant Chief Earl Paysinger informed the Board crime numbers are down across all areas of Part I and gang crimes. He also commended area commanding officers for the work they are doing in the community, especially with juvenile and youth programs.
• The Inspector General’s report, dated April 13, 2011, relative to complaint investigations audit fiscal year 2010/2011, as given by Inspector General Nicole Bershon, was approved. Ms. Bershon informed the Board her office reviewed 29 cases with allegations of Unlawful Search that were exonerated. Twenty-seven of the 29 cases reviewed were completed up to standards and appropriately. Two of the cases however lacked sufficient evidence to warrant an exonerated adjudication. Overall she was very comfortable with the results of the review.
• The Department’s report, dated April 19, 2011, relative to analysis of Mr. Jay Beeber’s report entitled “Safer Streets in Los Angeles: Why engineering countermeasures are more effective than photo enforcement in reducing red light related crashes,” (City Council Motion 11-0125), was approved. The Department’s report, with all related files, was transmitted to the City Council. Captain Thomas McDonald stated the photo red light program has shown significant sustained reductions in traffic collisions at those intersections which have them. He added the Department believes it is a good tool. Mr. Beeber countered by saying the photo red light system is a costly, ineffective tool which can be eliminated. He said engineering countermeasures such as the increase of yellow light times by one to two seconds, all red lights before the change to green, left turn arrows and traffic signal timing can produce the same results without the costly equipment.
• The Department’s report, dated April 6, 2011, relative to recommendation for the Medal of Valor, was approved.
• The Department’s report, dated April 6, 2011, regarding donation approval process inspection – third quarter (IAID No. 11-016) was approved.
• The Department’s report, dated April 5, 2011, relative to proposed addition to council-approved records retention schedule – PDX 91, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated April 5, 2011, relative to proposed addition to council-approved records retention schedule – PDX 95, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated April 5, 2011, relative to proposed addition to council-approved records retention schedule – PDX 40, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated April 5, 2011, relative to proposed addition to council-approved records retention schedule – PDX 9, was approved and transmitted to the City Clerk, Records Management Officer.
