- Police Commission Vice President Alan Skobin said he attended the 50th Medal of Valor Ceremony last week and said it was a very special event.
- Police Commissioner Robert Saltzman said he attended a meeting with several Deputy City Attorneys and members of the Employee Litigation Section with regards to employee litigation matters. He said it was a productive meeting with a lot of good information shared.
- Police Chief Charlie Beck thanked the Board for their appearance and support of the 50th Medal of Valor Ceremony. He also said the Department is working with Risk Managers on a number of changes in regards to employee litigation. Chief Beck said the Department is accepting further responsibility and he appreciated the Commissioner’s assistance in the issue.
- The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within Devonshire Area, was given by Captain Sean Kane and Mr. Larry Stearn. Mr. Stearn informed the Board one of the main issues in the area is the abundance of abandon houses. He said the abandon homes are a breeding ground for criminal activity. Mr. Stearn went on to say his C-PAB participates in National Night Out and recently held an essay contest for middle school children which received more than 800 submissions.
- The Department’s report, dated May 18, 2011, relative to transmittal of the grant application and award acceptance for the 2010 Port Security Grant Program, was approved and transmitted to the Mayor and City Council.
- The Department’s report, dated May 18, 2011, relative to professional service agreement for Robert J. Mundy for Farrier Services, was approved and transmitted to the Mayor and City Council.
- The Department’s report, dated May 31, 2011, relative to transmittal of the budget modification for the 2009 Community Oriented Policing Services (COPS) Technology Program Grant, was approved and transmitted to the Mayor and City Council.
- The Department’s report, dated May 23, 2011, relative to transmittal of the grant application for the 2011 Off-Highway Motor Vehicle Grant, was approved and transmitted to the Mayor and City Council.
- The Department’s report, dated May 23, 2011, relative to DNA monthly report for April 2011, was approved and transmitted to City Council.
- The Department’s report, dated May 18, 2011, relative to biased policing update, quarterly report, 1st quarter 2011, and supplemental review of biased policing complaint investigation recommendations to the Board of Police Commissioners, as given by Commander Richard Webb, was approved. Commander Webb stated the data remained relatively the same. He said they used training to entice officers as well as supervisor school which was completed by all supervisors. He finished by saying they are looking into using education based discipline but is still in progress.
- The Department’s report, dated May 24, 2011, relative to request for amendment to the Los Angeles Municipal Code regarding the title and function of Specialist Reserves, was approved and transmitted to the Mayor and City Council.
- The Department’s report, dated May 18, 2011, relative to destruction of obsolete original records, was approved and transmitted to the City Clerk, Records Management Officer.
- The Department’s report, dated May 24, 2011, relative to the Department’s quarterly discipline report for the fourth quarter of 2010, as given by Commander Richard Webb, was approved. Commander Webb informed the Board he increased the investigative staffing and raised the level of the Constitutional Policing Unit to that of a Section. He added over the last several months the case load for his officers has increased dramatically.
