• Police Chief Charlie Beck informed the Board crime was down across the City but attacks against police officers were up again this year 14.8%.
• The Department’s report, dated January 20, 2012, relative to the transmittal of the 2011-2012 sobriety checkpoint mini-grant program application from the University of California Berkeley – Safe Transportation Research and Education Center, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated January 17, 2012, relative to the transmittal of the grant application for the 2011 Internet Crimes Against Children Program Grant, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated January 12, 2012, relative to the request for payment of reward offer on City Council file no. 08-0010-S42, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated January 25, 2012, relative to the third supplemental agreement to contract no. C-113411 with Bode Technology Group, Inc. for Forensic DNA Analysis Services, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated January 20, 2012, relative to the West Los Angeles Area detective command accountability performance audit (IAID No. 11-119), as given by Captain Evangelyn Nathan. Captain Nathan informed the Board they established an inspection team to address any issues going forward and have provided training and instruction to detectives. Police Commission President Richard Drooyan expressed concern over the findings of the audit and ordered the Department to return in 90 days to give the Board an update to any progress that has been made.
• The Department’s report, dated January 25, 2012, relative to complaint form 1.28, investigations audit – phase I second quarter, FY 2011/2012 (IAID No. 11-132), as given by Commander Richard Webb, was approved. Commander Webb stated there was an issue with the TEAMS Report not being filled out prior to an investigator being reassigned to Internal Affairs. He added positions within IA are highly sensitive and background checks are done on all officers who apply for positions within the division.
• The Department’s report, dated January 10, 2012, relative to the destruction of obsolete original records for Devonshire Area, was approved and transmitted to the City Clerk, Records Management Officer.
• The Department’s report, dated January 30, 2012, relative to the monthly photo red light cost analysis for October 2011, was approved.
• The Department’s report, dated January 27, 2012, relative to the monthly photo red light program cost analysis for November 2011, as given by Deputy Chief Michael Downing, was approved. Chief Downing said the program was discontinued on July 27, 2011, but the City continued to receive payments from citations issued prior to that date. He added the net revenue for the month of December was 18 thousand dollars but expects that number to increase do to people not paying the monies owed due to the holiday season.
