- Police Chief Charlie Beck said the killing of the 1 year old child in a gang related shooting Monday night was extremely sad. He said his detectives are hard at work trying to apprehend the persons responsible for the senseless act of violence. Chief Beck also informed the Board there were two incidences of attacks on police officers in the past week resulting in officers being shot at. Chief Beck concluded his remarks by stating the Department is currently planning and preparing for the Los Angeles Kings victory celebration.
- The Inspector General’s report, dated May 15, 2012, relative to the review of the Department’s non-categorical use of force investigations audit, was approved.
- The Department’s report, dated May 18, 2012, relative to the supplemental police account first quarterly report (January through March 2012) was approved and transmitted to the City Council and Office of the City Controller.
- The Department’s report, dated May 16, 2012, relative to the professional services agreement between the City of Los Angeles and Celplan Technologies, Inc, for a wireless camera surveillance system – 77th area, was approved and transmitted to the Mayor. The Board also authorized the Chief of Police to execute the agreement upon the Mayor’s approval.
- The Department’s report, dated May 31, 2012, relative to the DNA monthly report for April 2012, was approved and transmitted to the City Council.
- The Department’s report, dated May 18, 2012, relative to the approval request for proposals for the police composite artist services, was approved.
- The Department’s report, dated May 29, 2012, relative to the quarterly discipline report, first quarter, 2012, was received. The Board directed the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations to the Board.
- The Department’s report, dated May 18, 2012, relative to Department manual section 1/805, affirmative action policy – deleted, was approved.
- The Department’s report, dated June 1, 2012, relative to Biased Policing (BP) updated, quarterly report, 1st quarter 2012, and supplemental review of BP complaint investigations recommendation to the Board of Police Commissioners, as given by Commander Rick Webb and Doctor Luann Pannell, was approved. Commander Webb informed the Board the Department worked with the Inspector General and all initiatives have been completed. He said the number of complaints, year-to-date, where bias policing is claimed is 70. Doctor Luann Pannell completed the presentation by saying all of South Bureau has received training on vehicle stops/bias policing complaint procedures with the rest of the Department to follow throughout the year.
- The Department’s report, dated May 29, 2012, relative to the Scientific Investigation Division Latent Prints Unit performance audit (IAID No. 12-006), as given by Lieutenant Bert Mora, was approved. Lieutenant Mora stated the audit looked at six objectives and had one area of concern. He made five recommendations which include developing a manual, getting police officers to assist in gathering prints, reducing the current backlog, assign a Commanding Officer to oversee the Unit, and implementation of a tracking system. Police Commission President Richard Drooyan said the audit was really well done and commended everyone involved.
