One way to fix this constant payout of taxpayer funds to officers that prevail in lawsuits against their commanding officers is a simple one.

Any commanding officer who is found to have violated the law INTENTIONALLY in dealing with a subordinate, causing the city to pay millions of dollars, should be fired as they proved they are incompetent to fulfill the demands of the position. Let them prove otherwise.

As it is now, it seems that the more the city pays out, the higher they climb on the promotion ladder. Pathetic.

LAPD needs severe change at the top. Dear Mayor Garcetti pick a new police commission and select people who aren't part of the good ole boys network. Family members and friends being promoted? It does exist!
