37-Year-Old Motorcyclist Killed in Traffic Collision

Los Angeles:  On Friday, March 1, 2013, around 7:30 a.m., Valley Traffic Division officers were called to investigate a fatal traffic collision that occurred on Roscoe Boulevard, at Yarmouth Avenue, in the community of Northridge.  

The preliminary investigation shows the collision occurred when 37-year-old Francisco Juarez was driving a 2006 Ford van westbound on Roscoe Boulevard.  Juarez attempted to make a left turn to southbound Yarmouth Avenue and crossed into the path of Jerramy Barrios’ 2003 Suzuki motorcycle that was traveling eastbound on Roscoe Boulevard.  The collision that followed critically injured Barrios.       

Los Angeles City Fire paramedics transported Barrios to a local hospital where he was pronounced dead.  Jerramy Barrios was a 37-year-old resident of Reseda.  Juares was not injured in the collision.

Notes from the February 26, 2025 Weekly Police Commission Meeting

• Police Commission President Andrea Ordin said she attended the Internal Audit and Inspection Conference with law enforcement members from throughout California.  With 140 attendees, she said the response was excellent.

• Police Commissioner Rafael Bernardino said he attended a ceremony held by the Western Justice Center Foundation which honored Judge Earl Johnson and Police Commission President Andrea Ordin.  Commissioner Bernardino said it was wonderful to see Ms. Ordin honored and added the event itself was very nice.

• Police Chief Charlie Beck informed the Board since the last Commission meeting we have experienced the death of Christopher Dorner, two law enforcement officers and two remarkable members of our society.  He stated while the incident is behind us, there was still much progress left to do.  Chief Beck said Police Administrator Gerald Chaleff was conducting a thorough review of the case which led to the dismissal of Mr. Dorner and the Department was conducting a series of internal audits and meetings to examine the discipline system.  Chief Beck added the report and findings will be made public after the review of the Board of Police Commissioners.

• The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the 77th Street area was given by Captain Robert Arcos and Ms. Dana Johnson.  Ms. Johnson informed the Board the C-PAB is currently analyzing surveys that were conducted on the awareness of the community of the 77th Area C-PAB.  Captain Arcos then stated they have 37 members in their C-PAB with the new Teen C-PAB set to hold their first meeting next month.  Two of their main goals are to increase volunteer involvement and increase awareness in the community on emergency preparedness.

• The Inspector General’s report, dated February 14, 2013, relative to the work permits audit, was approved.

• The Department’s report, dated February 22, 2013, relative to the Southwest Area detective command accountability performance audit (IAID No. 12-090), as given by Lieutenant Darnell Davenport, was approved.  Lt. Davenport stated it was the first CAPA audit conducted and it identified two issues: evaluation of detective work product and evaluation of supervisor roles.  Both issues were remedied with training and increased review.  Lt. Davenport said the overall audit was good.

• The Department’s report, dated February 22, 2013, relative to the biased policing update, annual report, 2012, was continued until March 5, 2013.

• The Department’s report, dated February 20, 2013, relative to the transmittal of the grant application and award acceptance for the 2013 Minor Decoy/Shoulder Tap Mini-Grant Program, was approved and transmitted concurrently to the Mayor and City Council.

• The Department’s report, dated February 22, 2013, relative to the request for payment of reward offer on City Council file no. 11-0010-S41, was approved and transmitted to the Mayor and City Council. The Department’s report, dated February 22, 2013, relative to Deoxyribonucleic Acid (DNA) monthly report for December 2012, was approved and transmitted to the City Council.

• The Department’s report, dated February 22, 2013, relative to the recommendation for the Police Commission Distinguished Service Medal, was approved.

• The Department’s report, dated February 6, 2013, relative to the audit/inspection recommendation status report for January 2013, was approved.

DEA/LAPD Conduct Massive West Coast Oxycontin Sweep

Andy Neiman 213-486-5910 DEA Los Angeles – Sarah Pullen 213-621-6827 Los Angeles/Spokane, WA (Feb 28): – Early this morning, the Drug Enforcement Administration and the Los Angeles Police Department, in conjunction with the Spokane Regional Drug Task Force (SRDTF), led a large-scale enforcement action targeting a criminal organization spanning from Los Angeles to Eastern Washington.  Hundreds of law enforcement officials, including federal agents and state and local officers executed 16 federal search warrants in Spokane, Washington, 30 in Los Angeles, California, and one in Mountlake Terrace, Washington.  As a result, 41 subjects were taken into custody on federal charges including 12 in Spokane, one in Mountlake Terrace, and 28 in Los Angeles (two of the 28 were already in California State custody). Additionally, three subjects were arrested by LAPD pursuant to California State arrest warrants in a separate but related investigation. This enforcement action stems from a thirty-two count Federal Indictment that was handed down in the Eastern District of Washington in January, 2013.  The Indictment charges numerous individuals with criminal violation(s) relating to the distribution, possession and attempted possession of oxycodone hydrochloride, in violation of the Federal Controlled Substances Act.  Some of the individuals named in the Indictment face potential mandatory minimum sentences of twenty years in prison. In addition, the United States has filed a notice of criminal forfeiture seeking a money judgment in the amount of $20 million dollars, which amount is alleged to represent the amount of proceeds obtained as a result of the charged controlled substances offense(s). Officer Rescues Woman from Burning Tent

Los Angeles: Early this morning, LAPD Central Division officers pulled a woman out of a tent fire just moments before it was completely engulfed in flames. Just before 3 a.m. today, officers on patrol as part of the Department’s Safer Cities Initiative were in the area of 5th Street and Towne Avenue when they saw a tent on fire with a silhouette of someone lying down inside.  One of the officers approached the tent and made contact with the woman occupant.  She started getting dressed, and within seconds, the officer had to reach in and pull her out to safety.  As he did so, a small explosion occurred, and the tent went up in flames. The Los Angeles Fire Department responded and extinguished the fire, from which the officer and occupant suffered minor burns. LAFD personnel treated the officer for singe burns to his arms and the effects of smoke inhalation.  The female occupant refused treatment, and both she and the officer were released from the scene.  However, later this morning, the officer was taken to a medical clinic for further evaluation. The fire was caused by a candle the occupant left burning while she slept, and the explosive sound resulted from a battery that caught fire.  If it hadn’t been for the officer’s immediate action, the tent fire may have seriously burned or killed the tent dweller.

Officer-Involved Shooting in North Hollywood

Updated:  A preliminary investigation revealed that on February 26, 2013, around 2:00 a.m., the Los Angeles Police Department, Force Investigation Division (FID) investigators did not recover a handgun.

Los Angeles: Los Angeles Police Department (LAPD), Force Investigation Division (FID) is investigating an officer involved shooting that occurred near Vineland Avenue and Archwood Street in North Hollywood.

On February 24, 2013, around 6:45 p.m., a woman was attempting to park her car on the street when a man approached her and threatened to kill her.  As the suspect threatened her, the victim saw him reach into a bag he was holding with his right hand.  It appeared to the Victim that the Suspect was arming himself with a gun.  In fear for her life, the Victim drove away from the location and called 911, reporting a man with a gun.

Around 6:55 p.m., LAPD North Hollywood Area patrol officers responded to Vineland Avenue north of Archwood Street where they saw the suspect standing in the southbound lanes of traffic.  The suspect was facing away from the officers holding a bag under his arm.  The officers stopped their vehicle and ordered the suspect to stop and drop the bag.  The suspect ignored the officers commands and then, he continued to advance toward the officers, repeatedly threatening to kill the officers, failing to comply with directions to stop.  As the suspect continued to advance on the officers he began to pull his hand out from the bag he was carrying and an officer involved shooting ensued.

The Los Angeles Fire Department responded and transported the suspect, 26-year-old Moises DeLaTorre to a local hospital where he was pronounced dead.  There were no injuries to the victim or the involved officers.

The Los Angeles Police Department, Force Investigation Division (FID) responded to the incident and will be handling the investigation of the officer-involved shooting.  The investigation will ultimately be reviewed by the Chief of Police, Office of the Inspector General, and The Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable.  Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved shooting.

Robbery Suspects Caught on Tape

Los Angeles: The Los Angeles Police Department and Van Nuys Area detectives are asking for the public’s help to identify burglary suspects caught on surveillance video. On February 2, 2013, at about 3:50 p.m., two suspects entered a jewelry store in the area of Coldwater Canyon Ave and Riverside Drive armed with hammers.  Once the suspects entered the business, they started smashing the display cases and removing several watches.  The owner tried to stop the suspects but was pushed away by the two suspects.  The suspects with the items ran out of the location and into a light colored compact vehicle.  The same two suspects were seen on a video in the store the day before posing as customers. Suspect one is described as a Hispanic male, 25-30 years old.  He is 5 feet 10 inches to 6 feet tall and weighs about 170 pounds.  Suspect two is described as a 20- to 25 year-old Hispanic male.  He is about 5 feet 8 inches tall and weighs 150 pounds. 54-year-old Missing Woman

Los Angeles:  The family of Eileen Thompson and the Los Angeles Police Department are asking for the public’s help to locate the 54-year-old woman who suffers from a mild case of schizophrenia. Thompson was last seen on June 25, 2012, around 7:00 p.m., leaving her residence in the 100 block of South Hobart Boulevard in Los Angeles.  Thompson is described as a 54-year-old Chinese woman with black hair and brown eyes.  She stands 4 feet 11 inches tall and weighs 95 pounds.  She was last seen wearing a baseball cap with the American flag on the bill, dark jacket and knee length denim shorts. Commercial Burglary Suspects Wanted

Los Angeles: Los Angeles Police Department (LAPD) Harbor Burglary detectives are asking for the public’s help in identifying four burglary suspects. On January 21, 2013, four people entered a store in the 1700 block of North Gaffey Street in San Pedro.  The suspects selected over a thousand dollars’ worth of merchandise and went to the check-out lanes.  The cashier scanned and bagged the items which three of the suspects put back into the shopping cart.  The suspects then ran out of the store with the merchandise and drove away in a maroon mini-van.  The fourth suspect stayed inside the store and attempted to pay for the merchandise with a bad check.  The fourth suspect eventually advised store security she wanted to go outside to get her husband to pay for the items.  When she got outside she ran and got into an awaiting car.  The suspects have not been identified. The first suspect is described as a 50-year-old White female with brown hair. She stands about 5 feet 9 inches tall and weighs around 200 pounds.  She was wearing a black sweater and dark blue jeans.  The second is described only as a Hispanic male with black hair and brown eyes.  The third is described as a White male, with brown hair and a youthful appearance.  He was wearing a white long sleeve shirt jacket and black pants.  The fourth is a White female with a brown hair.  She was wearing a white jacket. Daycare Employee Arrested for Lewd Acts on Young Children

Los Angeles:  Detectives arrested a daycare facility employee and are looking for possible additional victims. On Thursday, February 21, 2013, detectives from the Los Angeles Police Department’s Hollenbeck Sex Crimes Unit arrested 45-year-old Enrique Ramos a resident of Los Angeles. Ramos is the co-owner of Cano & Ramos Child /Day Care Center located in the 2600 block of Pennsylvania Avenue in Boyle Heights.  Ramos was arrested for three counts of Lewd Acts on a Child.  Investigators discovered that Ramos committed these crimes in 2008, 2009 and the most recent incident occurred in 2013.
