• Police Commission President Andrea Ordin said she attended the Internal Audit and Inspection Conference with law enforcement members from throughout California. With 140 attendees, she said the response was excellent.
• Police Commissioner Rafael Bernardino said he attended a ceremony held by the Western Justice Center Foundation which honored Judge Earl Johnson and Police Commission President Andrea Ordin. Commissioner Bernardino said it was wonderful to see Ms. Ordin honored and added the event itself was very nice.
• Police Chief Charlie Beck informed the Board since the last Commission meeting we have experienced the death of Christopher Dorner, two law enforcement officers and two remarkable members of our society. He stated while the incident is behind us, there was still much progress left to do. Chief Beck said Police Administrator Gerald Chaleff was conducting a thorough review of the case which led to the dismissal of Mr. Dorner and the Department was conducting a series of internal audits and meetings to examine the discipline system. Chief Beck added the report and findings will be made public after the review of the Board of Police Commissioners.
• The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the 77th Street area was given by Captain Robert Arcos and Ms. Dana Johnson. Ms. Johnson informed the Board the C-PAB is currently analyzing surveys that were conducted on the awareness of the community of the 77th Area C-PAB. Captain Arcos then stated they have 37 members in their C-PAB with the new Teen C-PAB set to hold their first meeting next month. Two of their main goals are to increase volunteer involvement and increase awareness in the community on emergency preparedness.
• The Inspector General’s report, dated February 14, 2013, relative to the work permits audit, was approved.
• The Department’s report, dated February 22, 2013, relative to the Southwest Area detective command accountability performance audit (IAID No. 12-090), as given by Lieutenant Darnell Davenport, was approved. Lt. Davenport stated it was the first CAPA audit conducted and it identified two issues: evaluation of detective work product and evaluation of supervisor roles. Both issues were remedied with training and increased review. Lt. Davenport said the overall audit was good.
• The Department’s report, dated February 22, 2013, relative to the biased policing update, annual report, 2012, was continued until March 5, 2013.
• The Department’s report, dated February 20, 2013, relative to the transmittal of the grant application and award acceptance for the 2013 Minor Decoy/Shoulder Tap Mini-Grant Program, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated February 22, 2013, relative to the request for payment of reward offer on City Council file no. 11-0010-S41, was approved and transmitted to the Mayor and City Council. The Department’s report, dated February 22, 2013, relative to Deoxyribonucleic Acid (DNA) monthly report for December 2012, was approved and transmitted to the City Council.
• The Department’s report, dated February 22, 2013, relative to the recommendation for the Police Commission Distinguished Service Medal, was approved.
• The Department’s report, dated February 6, 2013, relative to the audit/inspection recommendation status report for January 2013, was approved.
