After a quorum was established, Commission President Steve Soboroff opened the meeting with a comment about the importance of building trust between LAPD officers and members of the community, in view of recent incidents nationwide that call into question police tactics utilized during interactions with suspects. Commissioner Soboroff noted evaluation of training, tactics, outreach programs and diversity as cornerstones of community trust-building.
For the Report of the Chief of Police, Assistant Chief Earl Paysinger was sitting in for Chief Beck, and he began by commending LAFD firefighters for their successful efforts to contain a major structure fire from the day before. He also congratulated Captain John Incontro who has recently been selected as the city of San Marino’s chief of police. Finally, he acknowledged immense gratitude for a recent $100,000 grant bestowed upon the LAPD Cadet Program through the University of Southern California. Chief Paysinger closed his report with the most up-to-date crime statistics
For the Report of the Executive Director, Executive Director Richard Tefank reminded everyone that December 16 will be the final commission meeting for 2014, after which regular meetings will resume on January 6, 2015.
For the Report of the Inspector General, Inspector General Alexander Bustamante spoke about yesterday’s fire affecting the Office of the Inspector General because it’s in an adjacent tower next to the site of the fire. He said phone calls to the office may go unanswered for a day or two.
Consent Agenda Items proceeded with approval of all items.
Regular Agenda Items then ensued with 11 items, one of which (Item A) was a verbal presentation. Items B and K were pulled for discussion. The remaining items were approved as follows:
Item C, the Inspector General’s Report, dated December 3, 2014, relative to the review of the Department’s Intelligence Investigations and the Related Process, fiscal year 2013/2014, as set forth, was approved.
Item D, continued from November 25, 2014, the Department’s Report, dated November 21, 2014, relative to Operations - Valley Bureau Narcotics Enforcement Detail Command Accountability Performance Audit (IAID # 14-041), as set forth, was approved.
Item E, continued from November 25, 2014, the Department’s Report, dated November 21, 2014, relative to Operations - Valley Bureau Gang Enforcement Command Accountability Performance Audit (IAID # 13-084), as set forth, was approved.
Item F, continued from November 25, 2014, the Department’s Report, dated November 21, 2014, relative to Nextalk Text-Telephine for the Hearing Impaired Audit, as set forth, was approved.
Item G, the Department’s Report, dated November 28, 2014, relative to the community oriented policing services 2014 Listen Program to Address Police Bias through Community Mediation Grant, as set forth, was approved.
Item H, the Department’s Report, dated November 28, 2014, relative to a grant application and award for the 2014/2015 Internet Crimes Against Children Program from the California Governor’s Office of Emergency Services, as set forth, was approved.
Item I, the Department’s Report, dated December 5, 2024 2014, relative to the update on the Sick/Injured-On-Duty Coordinator Audit dated August 2014, as set forth, was approved.
Item J, the Department’s Report, dated December 5, 2014, relative to the Hit-and-Run Traffic Collisions Reward System (City Council File # 13-0025-S1), as set forth, was approved.
After the line item approvals, the meeting continued with a verbal presentation (line item A of the Regular Agenda Items) that concerned community initiated problem solving, crime strategies and other programs and goals within the Topanga Area. Heading the presentation was Topanga Area Captain George Rodriguez with assistance from the Topanga Area Community Police Advisory Board
(C-PAB) Co-Chair Bob Bash.
Item B, the first line item pulled for discussion, then ensued. It had been continued from November 25, 2014, and concerned the Inspector General’s Report, dated November 20, 2014, relative to the review of video recordings of arrestee transports, Southeast Area. Assistant Inspector General Kevin Rogan represented the Inspector General’s Office before the commission. Assistant Inspector General Rogan cited various issues and possible discrepancies revealed by the recordings. After his brief narrative, the commissioners had several questions and comments that were addressed. The commission subsequently approved Item B after a few public comments.
The meeting continued with line item K, the second line item pulled for discussion, which concerned the Department’s proposed budget for fiscal year 2015/2016. Before discussion commenced, at the request of Commissioner Soboroff, Executive Director Richard Tefank reviewed the discussion process the commission had previously undergone as the proposed budget had been presented to them. Assistant Chief Sandy Jo MacArthur of the Office of Administrative Services represented the Department before the commission. Chief MacArthur proceeded to present “highlights” of the budget and also addressed questions and comments from the commissioners. The commission subsequently approved Item K after a few public comments.
