78-year-old Critical Missing Male

Los Angeles: The family of Samuel Moore and the Los Angeles Police Department's Missing Persons Unit detectives are asking for the public's help to locate Mr. Moore.

Mr. Moore was last seen on Monday, January 26, 2015, around 12:30 p.m., in the 600 block of Alta Vista Avenue in the City of Los Angeles. Mr. Moore suffers from Dementia and is in need of his medication. His family is extremely concerned that he has not been located.

Samuel Moore is described as a 78-year-old Black male with gray hair and brown eyes. He stands 5 feet 10 inches tall and weighs approximately 150 pounds. He was last seen wearing a blue jacket, blue jeans and black shoes.

Anyone with information on Samuel Moore's whereabouts is asked to contact LAPD, Missing Person's Unit Detective A. Mercado at 213-996-1800. NOTES January 27, 2025 Weekly Police Commission Meeting

After a quorum was established, Commission President Steve Soboroff opened the meeting. During the commissioner comments, Commissioner Paula Madison mentioned she was joined by her grandson and Commissioner Sandra Figueroa-Villa to represent the police commission in last week’s Kingdom Day Parade, which she described as “wonderful.” On a different note, Commissioner Soboroff talked about how pleased he was to have met yesterday with Assistant Chief Earl Paysinger and representatives from a service-providing organization known as the Fulfillment Fund, which is interested in donating goods or services to the LAPD Cadet Program.

For the Report of the Chief of Police, Chief Charlie Beck began by expressing how pleased he was to have participated in the Kingdom Day Parade. He did not provide current crime statistics, stating it was still too early in the new year. He then introduced Detective III Sal Labarbera in connection with his recent retirement. Chief Beck thanked him for his 30+ years of service and work on hundreds of investigations. He closed his comments with personnel statistics.

For the Report of the Executive Director, Executive Director Richard Tefank reminded everyone that there would not be a regular police commission meeting next week on February 3. Instead, there will be a 6:30 p.m. community meeting on that date at the Sandra Cisneros Learning Academy, 1018 Mohawk Street, Los Angeles.

Consent Agenda Items proceeded with approval of all items.

Regular Agenda Items then ensued with five items. Items A, B, D and E were pulled for discussion, and Item C was approved as follows:

Item C, the Department’s Report, dated January 23, 2015, relative to the Employee Incentive Audit (IAID #13-080) to evaluate the compliance with various memorandums of understanding and related incentive pay provisions, as set forth, was approved.

The meeting proceeded with a discussion of Item A, the Department’s Report, dated January 23, 2015, relative to the recommendation to award the Medal of Valor to Officer Allan Krish and Officer Miguel Ruano for their heroic actions on July 30, 2011. Deputy Chief Bill Murphy from the LAPD Personnel and Training Bureau represented the Department before the commission. He presented an overview of what Officers Krish and Ruano did that garnered them Medal of Valor recommendations. After a few brief comments from the commissioners, Item B, as set forth, was approved.

The next item for discussion was Item B, the Department’s Report, dated January 23, 2015, relative to the Juvenile Arrest Procedures and Process Audit (IAID #14-037) to evaluate compliance with various Department policies and procedures pertaining to juvenile arrests. Representing the Department before the commission was Commander Jon Peters, Assistant to the Director of the Office of Operations, and a representative from the Department’s Internal Audits and Inspection Division. Together, they discussed various aspects of audit, followed by a few questions from the commissioners. Commissioner Robert Saltzman then moved the report be approved with the condition of a follow-up to him or the entire commission in 90 days. The report, as set forth, was subsequently approved.

The third item was a discussion of Item D, the Inspector General’s Report, dated January 23, 2015, relative to the review of Suspicious Activity Reports during fiscal year 2013/14. Before the commission was Assistant Inspector General Kevin Rogan, who prepared the report, and Inspector General Alexander Bustamante. They explained various aspects and results of the report, also referred to as an audit, and provided responses to a few questions and comments from the commissioners. The report, as set forth, was subsequently approved.

The final item pulled for discussion was Item E, the Inspector General’s Report, dated January 22, 2015, relative to the review of Suicide-By-Cop incidents. Representing the Department before the board was Inspector General Alexander Bustamante, Assistant Inspector General Django Sibley and Dr. Luann Pannell, Director of Police Training and Education. Inspector General Bustamante began by discussing some key points of the report and then opened up the discussion for questions and comments from the commissioners. After some discussion, Special Projects Chief Sandy Jo MacArthur came forward to add a few points and suggest a future presentation in 60 days on this topic that would be condensed and more specific to the commissioners’ questions. The commissioners agreed to Chief MacArthur’s suggestion and subsequently approved the report, as set forth.
