Notes from the March 11, 2025 Police Commission Meeting

•    Police Commissioner Alan Skobin attended the LAPD Centurions game against the San Diego Enforcers on March 8, 2008.  At this game, Officer Randal Simmons’ jersey, #17, was retired and the entire season was dedicated in his honor.  Members from both teams took time to stop and pay respects to the members of the Simmons family who were present.

•    After meeting with Valley Bureau reserve officers and reserve coordinators, Commissioner Skobin asked the Department to report back on 1) improving the timeliness with which the City pays reserves the $50 per month expense stipend, 2) paying reserves for their time spent in court or depositions when subpoenaed, and 3) the possibility of allowing full time and reserve officers the opportunity to purchase and carry LAPD-approved Tasers if the officers desire to do so, similar to the Department's policy regarding shotguns.

•    There are currently 417 recruits in the Academy.  On March 11, 2008, Chief Bratton and Assistant Chief Papa held a news conference with Mayor Villaraigosa to announce the Department has reached the halfway point in its goal of hiring 1,000 new police officers.

•    Police Commission President Anthony Pacheco asked Executive Director Richard Tefank to attend the March 24, 2025 session of the Public Safety Committee.  At this meeting, the Committee will discuss the Department’s proposed in-car video cameras.

•    Police Commission President Anthony Pacheco asked Executive Director Richard Tefank to assemble a panel of experts to address a future weekly meeting of the Police Commission on the issue of the recent spike in homicides in Los Angeles.

•    The verbal presentation and update from Captain John Egan and Ms. Bertha Woolridge of the Rampart Community Police Advisory Board (C-PAB) regarding community initiated problem solving, crime strategies, and other programs and goals within the Rampart Area was accepted.

•    The verbal presentation and discussion from Assistant Chief Sharon Papa relative to the status of the Special Weapons and Tactics Board of Inquiry was accepted.

•    The Department’s report, dated March 7, 2008, relative to the proposed revisions to Council-Approved Records Retention Schedule for Original/Official Records for Commercial Crimes Division, was approved and transmitted to City Clerk, Records Management Officer.

•    The Department’s report, dated February 29, 2008, relative to the proposed New Records Retention Schedules for Original and Duplicate/Official Records for Mission Area, was approved and transmitted to City Clerk, Records Management Officer.

•    The Department’s report, dated February 12, 2008, in response to City Council Motion (CF #07-3787), relative to the number of arrests, dollar amount of material confiscated, number of seizures and investigations performed by the Anti-Piracy Unit, future plans of the unit and how additional resources might be deployed was approved and transmitted to the Public Safety Committee.

•    The Department’s report, dated March 5, 2008, in response to City Council Motion (CF #07-2078), relative to Pirated Compact Discs and Digital Versatile Discs, was approved and transmitted to the Public Safety Committee.

•    The Department’s report, dated March 5, 2008, in response to City Council Motion (CF #07-3161), relative to including City Libraries in Anti-Crime effort in Gang Reduction Zones, was approved and transmitted to the Public Safety Committee.

•    The Department’s report, dated March 7, 2008, relative to requiring all canines be secured by their owners in kennels or crates while in the terminal area of the Los Angeles Airport, was approved and transmitted to the Mayor and City Council.

•    The Department’s report, dated February 28, 2008, relative to the Northeast Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-083), discussed by Police Auditor Erin Kenney and Captain Jose Perez, was approved.

•    The Department’s report, dated February 28, 2008, relative to the Mission Area Gang Enforcement Detail Command Accountability Performance Audit (AD No. 07-081), discussed by Police Auditor Erin Kenney and Captain William Scott, was approved.

•    The Department’s report, dated March 5, 2008, relative to the Department’s Audit Recommendation Status Report, Third Quarter 2007/2008, was approved.

•    The Department’s report, dated February 29, 2008, in response to Board query, relative to the feasibility of developing an officer safety and fire awareness training course for first responders, was approved.

•    The Department’s report, dated February 15, 2008, relative to the City Controller Audit of Fiscal Operations Division of the Los Angeles Police Department, Quarterly Report, was accepted and the Department was directed to provide semi-annual status reports instead of quarterly status reports.
