• Police Commission President Anthony Pacheco and Vice President John Mack attended the promotion ceremony of Deputy Chief Terry Hara on Monday, April 7, 2008. Chief Hara is the first Asian American to achieve this rank in the history of the Los Angeles Police Department.
• Police Commissioner Robert Saltzman was impressed after attending the afternoon portion of Mobile Field Force Doctrine training last week. The afternoon portion of this training consists of crowd management field exercises.
• Chief Bratton spoke of the different realities facing the various communities the LAPD serves, stating the Department’s desire to address each community’s unique concerns while trying to be empathetic and sympathetic as we look for common ground. The Chief referenced the Department’s recent outreach efforts with the African American community as a way of engaging closely to discuss in detail the current realities of the community. The outreach has consisted of meetings with U.S. Representative Maxine Waters, California State Senator Mark Ridley-Thomas, California Speaker of the Assembly Karen Bass, journalists from the local weekly papers, clergy, community leaders and many more. Similar outreach was conducted with Latino political and community leaders, members of the media, clergy, and community groups as the Department has prepared for the upcoming May Day rally, which the Chief predicts will be celebratory in tone this year. The Chief said the Department must strive to be mindful of the constituency we serve. He also mentioned the hallmark of the Department as being the collective goal to dispense with the glass ceiling, so the Department can reflect the population of the city of Los Angeles. Police Commissioner Ordin offered her congratulations for these outreach efforts and Commission President Pacheco reminded the Chief that he was not alone in his endeavors to this end.
• Chief Bratton expressed his gratitude to the Police Commission, and Commissioner Alan Skobin in particular, for supporting the acquisition of in-car video cameras, an initiative which, after three years, is moving forward. In-car video cameras join the list of other essential modern-day policing equipment, including personal walkie-talkies, Tasers, and license plate scanners, that the Department has been purchasing.
• The verbal presentation from the Department on the current status of the personnel investigations and adjudication process relative to the MacArthur Park incident occurring on May 1, 2007, as discussed by Deputy Chief Mark Perez, was accepted. This agenda item will be revisited in a future meeting as well.
• The Department’s report, dated March 28, 2008, relative to the Gang Enforcement Detail Selection Criteria Audit, Third Quarter Fiscal Year 2007/2008, in accordance with the Annual Audit Plan, as discussed by Police Auditor Erin Kenney and Deputy Chief Charlie Beck, was received. The Office of the Inspector General was directed to submit an analysis of this report, along with any appropriate recommendations, to the Board.
• The verbal and PowerPoint presentation relative to the trends of officer-involved shootings, as discussed by Captain Kris Pitcher, was received.
• The Department’s report, dated March 7, 2008, relative to a request for payment of reward offer to individual(s) for providing information instrumental in the conviction of Nelson Perez for the hit and run death of Mary Rickenbacker, Council File No. 07-0010-S7, was approved and transmitted to the Public Safety Committee.
• The Department’s report, dated March 27, 2008, relative to the Supplemental Police Account, Fourth Quarter Report (October through December 2007), was approved and transmitted to the City Council and the Office of the City Controller.
• The Department’s report, dated March 27, 2008, relative to the Semi-Annual Consent Decree, Mental Illness Project Status Report, July through December 2007, in accordance with Paragraph 112 of the Consent Decree, as discussed by Captain Rick Wall, was approved and transmitted to the Public Safety Committee. The Commission asked to revisit this agenda item with Captain Wall’s successor in the coming months.
• The Executive Director’s report, dated March 28, 2008, in response to Council Motion (C.F. No. 07-3262), relative to false alarm billings, was approved and transmitted to City Council.
• The Department’s report, dated April 1, 2008, in response to Council Motion (C.F. No. 08-0269, relative to the increasing aggressiveness of freelance photographers (paparazzi), as discussed by Commander Kirk Albanese, was approved and transmitted to City Council.
• The Department’s report, dated March 28, 2008, relative to Complaint Form 1.28, Investigations Audit, Phase II Third Quarter, Fiscal Year 2007/08, in accordance with the Annual Audit Plan, as discussed by Police Auditor Erin Kenney, was received. The Office of the Inspector General was directed to submit an analysis of this report, along with any appropriate recommendations, to the Board.
The last abridged version of the Police Commission's review of an officer's shooting was for a shooting that occurred in February 2007. Does this mean that they have not reviewed a shooting in over 14 months. Do yourselves a favor and list the date of posting.
