LAPD Announces Command Staff Promotions
Los Angeles: Effective March, 29, 2009, Captain II Dennis Kato will be promoted to Captain III, Captain I Evangelyn Nathan to Captain III, and Captain I Kelly Mulldorfer to Captain II.
Captain Kato is currently assigned as the Assistant Commanding Officer of Metropolitan Division. He joined the LAPD in May 1987. Captain Kato will become the first Asian-American to serve as the Commanding Officer of Metropolitan Division.
Captain Kato has a Bachelor of Science degree in Occupational Studies from the California State University at Long Beach. He is a member of the Law Enforcement Association of Asian Pacific and the California Narcotics Officers’ Association. He is a coach in the Sansei Baseball organization in South Bay.
Captain Nathan is currently the Commanding Officer, Wilshire Patrol Division. Upon her promotion and transfer to West Los Angeles Area, Captain Nathan becomes the second female African American to command an operational Area. Captain Anita Ortega recently became the Commanding Officer, Hollenbeck Area. Captain Nathan joined the LAPD on June 29, 1981. She obtained a Bachelor of Science degree in Business Administration from California University, Dominguez Hills. She is also a graduate of the FBI National Academy, West Point Leadership Institute, Supervisory Leadership Institute, and Command Development School.
Captain Nathan is actively involved in the Oscar Joel Bryant Foundation, Los Angeles Women Police Officer Association, National Organization of Black Law Enforcement, FBI National Academy Association, and Association of Black Law Enforcement.
Captain Mulldorfer is currently the Commanding Officer, Van Nuys Patrol Division. Upon her promotion and transfer, Captain Mulldofer will be the first female captain in Metropolitan Division history. She has been with LAPD since January 1981.
Captain Mulldofer is a graduate of the LAPD West Point Leadership Program, the FBI National Academy, and she holds a Bachelor of Arts degree in Organizational Management from The Master’s College in Santa Clarita, California. Captain Mulldorfer is a POST-certified Institute of Criminal Investigation instructor and regularly instructs a variety of law enforcement-related courses.
Congratulations to these three individuals on their promotions. It's troubling that that ordering officers to remove their US flag lapels from their uniform shirts right after 9/11 earns a III spot in today's LAPD. Since Mr. Kato, Ms. Nathan & Ms. Mulldorfer were no doubt promoted because of their leadership ability, which one of them will be first out of the gate to sign the Financial Disclosure Form?

Congrats to Dennis Kato. I worked for him briefly at Special Operations Bureau. He knows his way around the 6th Floor, but he always remembers the line officers.

Right on Sopro! But the answer is none of these command staff officers will, because unlike the P2 and P3's in the gang and narco units, they DON'T have to. That is their cover story and they will stick to it so they can continue to promote. It's a shame that the good people of LA City will be subjected to the Rule of Gangs. Blame the Feds and the incompetents that Chief Bratton thinks are leaders. The Consent Decree & Financial Disclosure were down our throats. When politicians try to run things it gets all messed up. Just look at the economy!
