Notes from the March 17, 2025 Weekly Police Commission Meeting
• Police Chief William Bratton announced the promotion of Commander Kirk Albanese to Deputy Chief of South Bureau. He will be replacing the late Deputy Chief Kenneth Garner. Chief Bratton also announced the promotion of Captain Jeff Greer to Commander and Assistant Commanding Officer of Office of Operations and Captain Dennis Kato to Captain II, Commanding Officer of Metropolitan Division. Captain Kato will be the first Asian-American Commanding Officer of Metro Division in its history. Chief Bratton also informed the Commission beginning next deployment period, the Department will begin requiring financial disclosures of officers assigned to the Gang and Narcotics Division. In addition, Chief Bratton reported he met with United States Attorney General Eric Holder to discuss the end of the Consent Decree in June 2009.
• The Department’s verbal update and discussion on the status of the digital in-car video system as presented by Chief Information Officer Tim Riley was received. Mr. Riley informed the Commission that all 365 vehicles in South Bureau have been outfitted with the new camera system. There will be 15 access points that video can be uploaded through and each unit will include a back-up system, a removable hard-drive and wireless transmitters. The main storage area for the video will be City Hall East and data is able to be stored for 2 years or longer. Mr. Riley added he is working on training with the Scientific Investigation Division (SID). SID will be responsible for providing video as requested by the District Attorney and the court system. The entire South Bureau will be up and running by early fall.
• The Department’s report, dated March 3, 2009, relative to request for payment of reward offer on City Council File No. 08-0010-S51, was approved and transmitted to the City Council.
• The Department’s report, dated March 4, 2009, relative to the transmittal of the 2010 grant application for an Electronic Traffic Citation System from the Office of Traffic Safety, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated March 9, 2009, relative to the Gang Enforcement Detail Quarterly Status Report, Fourth Quarter 2008, was approved.
• The Department’s report, dated March 24, 2009, relative to the request for payment of reward offer on City Council file No. 08-0010-S1, was approved and transmitted to the City Council.
• The Department’s report, dated March 6, 2009, relative to the request for proposals for Equine Farrier Services for the Metropolitan Division Mounted Platoon, was approved.
• The Executive Directors report, dated March 12, 2009, relative to the status of the recommendations-Controller’s review of Auto Impound Contracts at the Los Angeles Police Commission, as presented by Executive Director Richard Tefank was approved. Mr. Tefank informed the Commission the City Controller’s Office requested a progress report and he was awaiting an opinion from the City Attorney’s Office on the cost and fees.
• The Department’s report, dated February 23, 2009, relative to the Gang Awareness Training Audit (AD No. 06-024), was received and filed.
With the outlandish sums of money that the Consent Decree monitor is raking in (documented in earlier stories and posts), it'll be interesting to see how hard they lobby with AG Eric Holder to keep it in place indefinitely.
