The Approach
The 21st Century has brought complex, global threats to the doorsteps of American police departments. These include converging threats such as terrorism, gang activity, narcotics trafficking and organized crime – age-old problems that require new approaches in the era of globalization and sophisticated, transnational criminal networks.
The Los Angeles Police Department (LAPD) is at the forefront of a nationwide effort to evolve local police counter-terrorism strategies and capabilities. We recognize that policing is not what it used to be. The police of today must be capable of both strategic and operational thinking and they need to have the tools – intellectual, technological and organizational – to quickly adapt to the myriad of threats they face.

This is a great start and much has been accomplished. The mission can be furtner improved if some of the uniquely qualified and educated talent is loaned from their current assignments to this command. Unfortunately, that has been repeatedly resisted. There is a lot of great talent in the LAPD that is known but remains untapped. We still have the age old problem of not matching talent with mission.

You are right, the threats of terrorism, gang activity, narcotics trafficking and organized crime require new approaches in this day.
I can tell you, as I am sure that you have already heard many others say, the best new approach to these threats is to eliminate their number one cash cow: the illicit marijuana trade. How do we do that? It's very simple. We put the Mexican cartels (modern bootleggers), gangsters and terrorists out of business. This is done in the same way that the 1930's alcohol bootleggers were put out of business. RE-LEGALIZE IT!!! Remove all federal and state penalties for marijuana.
It worked very simply back then and it can work just as well now. Please stop believing the lies and negative pot hype that we, as a people, have been fed for the last 73 years. Gateway drug theory, increased juvenile use, etc., it’s all been refuted. Let's get informed about the truth, inform others and bring an end to this miserable, failed war on a plant.

Please stop fighting against a mostly harmless weed. Prohibition is much more harmful.
Free up our overworked police forces and prison system to combat violent crime and crimes that actually have victims.
