Serial Robbery Suspect Sought for Crimes That Took Place in Los Angeles and the South Bay

Los Angeles:  The Los Angeles Police Department is asking for the public’s help to identify and locate
a serial robbery suspect who robbed pedestrians, two markets and attempted to rob a third market at gunpoint.

On March 21, 2010, at around 4:00 p.m., a suspect entered a liquor store located in the 400 block of South Pacific Coast Highway in Redondo Beach.  He brandished a handgun and demanded money, but did not receive any cash.  After the attempted robbery, a second possible suspect was seen, driving a blue Dodge pickup truck away from the liquor store.  

On the same day, at around 4:50 p.m., two women were walking in the area of 34th Street and Palm Drive in Hermosa Beach.  The suspect, matching the same description, pointed a handgun at the women and robbed them of an undisclosed amount of money.

Later that evening, at around 7:30 p.m., the same suspect travelled north to Los Angeles, and committed a robbery at gunpoint at a local market, located in the 1200 block of Bellevue Avenue.    

The final robbery occurred at 8:10 p.m. at another neighborhood market, located in the 3900 block of Figueroa Street, in the Highland Park area.  

The primary suspect is described as a male Hispanic, black hair, brown eyes, 19-21 years old, 5’ 4” to 5’ 5” tall, 125-155 pounds, with a goatee.  The clothing was consistent in all the crimes, a dark blue or black beanie, sunglasses, white Raiders sweatshirt with black trim, blue jeans and white shoes.

The second suspect, seen only at the Redondo Beach attempt robbery, was described as a male Hispanic, brown hair, 5’8” tall, 160 pounds, with a thin build.  The possible vehicle was the blue Dodge pickup truck.  

The LAPD Rampart Detective Division is working in collaboration with the Redondo Beach and Hermosa Beach Police Departments on this investigation.

Notes from the April 20, 2025 Weekly Police Commission Meeting

•    Police Commission President John Mack and the entire Board of Commissioners held a moment of silence at the top of the meeting in honor of the late Los Angeles Police Chief Daryl Gates.

•    Police Commission President John Mack, along with Commissioners Debra Yang and Robert Saltzman, introduced and welcomed new Police Commissioner Richard Drooyan to the Board and expressed their pleasure in being able to work with him going forward.

•    Police Chief Charlie Beck said the Department is mourning the passing of former Police Chief Daryl Gates which marks the end of an era. He said memorial services are pending.  Chief Beck added he attended a formal memorial ceremony for R.J. Cottle in Washington D.C last week and stated the service was spectacular and very moving.  Chief Beck also appeared before the City Council last week where they voted to hire 90 additional Police Officers by June 30, 2010.  Currently the Department has 9,921 sworn officers and 2,998 civilian employees, which is the first time under 3,000 employees.

•    The Department’s report, dated March 18, 2010, relative to the Transmittal of 2009/2010 Weed and Seed Grant Funding for Harbor Area, was approved and transmitted concurrently to the Mayor and City Council.

•    The Department’s report, dated March 17, 2010, relative to the transmittal of the budget modification for the Community Oriented Policing Services (COPS) National Executive Session on Gangs Grant (Award No. 2003CKWXK068), was approved and transmitted concurrently to the Mayor and City Council.

•    The Department’s report, dated March 30, 2010, relative to request for approval of agreement between the Superior Court of California, County of Los Angeles and the City of Los Angeles for reimbursement for data conversion services on traffic citations issued by the Los Angeles Police Department, was approved and transmitted to the Mayor and City Council.

•    The Department’s report, dated April 15, 2010, relative to procedure for obtaining recorded video files from the Digital In-Car Video System, and Digital In-Car Video Evidence Control Log, as given by Police Administrator Maggie Goodrich, was approved.  Ms. Goodrich informed the Board testing on the system has gone well and the system has been in use by all gang officers at Southeast Division.  Currently all officers at Southeast Division have been trained on the system and it is set for full deployment division-wide beginning Sunday, April 25.  If the system, under increased use, performs well the next division to receive the system will be 77th.  With regards to obtaining recorded video, supervisors must approve requests for copies and any copies of videos must be brought back and destroyed in front of a supervisor. Because officers will be able to view videos on the Department LAN system, it is believed there will not be a large number of requests for video copies.

Chief Beck and Mayor Villaraigosa Address the Troops

April 21, 2025 – With officers gathered for their pre-shift briefing in the roll call room at Rampart Community Police Station, Chief Charlie Beck and Mayor Antonio Villaraigosa took the opportunity to speak on the City’s budget situation and reaffirm their commitment to public safety.

Flanked by Rampart command staff, Mayor Villaraigosa thanked the room full of officers for their hard work and continued dedication to driving crime down to record low levels.  He also offered a somber description of the tough budgetary times ahead and asked all for a shared sacrifice.

After the Mayor spoke and fielded questions from officers, Chief Beck addressed his men and women in uniform.  He again thanked them for their excellent work and offered words of encouragement as the Department begins to feel the effects of budget cuts.  To hear Chief Beck’s address to his officers, click here.

Fatal Traffic Collision

Los Angeles:  The Los Angeles Police Department Valley Traffic Detectives are investigating the traffic collision that occurred last night at Glenoaks Boulevard and Dyer Street, in Sylmar.

On April 21, 2010, at around 8:10 p.m., a 2004 Toyota Corolla sedan, blue, driven by Jovanna Janet Lugo, a 27 year-old resident of Sylmar was in the process of negotiating a "U turn", mid block on Glenoaks Boulevard, south of Dyer Street.  A black and white Los Angeles police vehicle was traveling northbound on Glenoaks and impacted the Corolla as it was negotiating the "U turn". As a result of the collision Lugo died at the scene. The two Police Officers in the black and white police vehicle suffered moderate injuries and were transported to a local hospital.

Sexual Assault Man Arrested

Los Angeles:  Los Angeles Police Operation West Bureau, Sex Crime Detail Detectives are looking for additional victims who may have been sexually assaulted by Gregory Isaacs.

On January 2010, 49-year-old Gregory Isaacs, a Malibu resident, was arrested by the Los Angeles Police Department for the sexual assault of a 27-year-old female, a Westwood resident.  Isaacs is a professional trainer whose website advertises weekend training retreats and the training of actors to prepare them for acting roles.  He was also employed at the victim’s apartment complex to run the workout facility there.  Isaacs sexually assaulted at least one victim in his office at that facility.  The Los Angeles County District Attorney’s Office has filed felony charges against Gregory Isaacs and he is currently released on bail.

Sexual Assault Suspect Captured

Los Angeles:  Today, West Valley Area detectives arrested 38-year old Jason Wade Foreman of Reseda for kidnap with the intent to commit a sexual assault on female adult victim who was 8-months pregnant at the time of the crime.

On February 22, 2010, the victim was walking in an alleyway in broad daylight when the suspect drove past her in a car.  The suspect parked his car, opened the trunk and grabbed the victim in a bear hug in an attempt to force her in the trunk of his car.  The victim was able to bite the suspect’s arm and break free.  The suspect fled the location in his car.  

Surveillance video showed the suspect’s vehicle and license plate.  The suspect was identified as Jason Wade Foreman, a resident of a Reseda sober living home. West Valley detective personnel produced and disseminated a crime alert flyer.   

Using the information from the crime alert flyer, West Valley Area officers familiarized themselves with a photo of the suspect and positioned themselves in the area of his last known residence.  On April 20, 2010, at about 8:15 a.m., the officers saw the suspect inside a car near the intersection of Saticoy Street and Balboa Boulevard.  A computer query revealed to the officers that their kidnap suspect was also in a stolen car.  Foreman was taken into custody without incident.  During the search of the car, numerous items were recovered including a handgun and burglary tools.

Foreman was booked for Kidnap for the intent of Sexual Assault.  His bail was set at $2,010,000.

Captain John Egan, Commanding Officer, West Valley Area said, “This is one of those cases where we combined high-tech gadgetry with good old fashioned gumshoe detective work and took a bad guy off the streets.”  He added, “We knew he was a predator, but the stolen car, the gun and burglary tools are indicators that he likely victimized people in a broad scope of crime.”

Resource Center Named in Honor of the late Kenneth Garner

April 14, 2025 – In a small gathering at the Chicago School of Professional Psychology in Downtown Los Angeles, the school’s new resource center was named in the memory of the late Los Angeles Police Department Deputy Chief Kenneth O. Garner. 

Built with funds provided by the Rotary Club of Los Angeles, the resource collection includes books, online periodicals and peer-reviewed journals, DVD’s, access to academic research papers, and Internet-based research tools focused on the application of forensic psychology theories, principles, and evidence-based practices in law enforcement.  The collection will be made available at no cost to criminal justice agencies and organizations including LAPD, the California Department of Corrections and Rehabilitation, the Mayor’s office, and community and faith-based organizations involved in local parolee reentry projects.

Deputy Chief Garner was a member of the LAPD for 31 years before his sudden passing in March of 2009.  He was an active member of the community and last served as the Commanding Officer of Operations South Bureau.  His work in starting the “Honor and Strength” parolee re-entry program has served as a pillar of hope for those individuals looking to get their lives back on track and become productive members of society. 

IHOP Armed Robbers Sought Images Caught on Tape

Los Angeles: The Los Angeles Police Department is asking for the public’s help in finding two men who robbed an IHOP restaurant at gunpoint on April 13, 2010, in the Venice area.

At around 5:25 a.m., two men walked into the restaurant located at 4070 Lincoln Boulevard.  One of the men, carrying a chrome handgun, confronted a female cashier, threatened to shoot her and demanded money.  The suspect then ordered the clerk to get the register key.  The pair then walked back to the cash register, opened it and removed cash from the drawer.  Afterward, the gunman turned to the employee and demanded her money.  The clerk handed over her money and her cell phone.  The pair escaped on foot with an undisclosed amount of cash and the victim’s property.

The gunman is described as a 17-or-18-year-old/male African American.  He stands about 5 feet 8 inches tall, weighs 150 pounds and was last seen wearing a gray, hooded sweatshirt with the logo “Big Homie” written across the front and gray pants.

His accomplice is also an African American male of the same age.  He also stands about 5 feet 8 inches tall and weighs about 160 pounds.  He was last seen wearing a black, hooded sweat shirt, black pants, and a black beanie.

Budget

Across the United States, public safety agencies are being forced into tough financial decisions, making sacrifices as their cities struggle through difficult economic times.  Severe reduction in revenue which translates to shared sacrifice for all city departments has become the reality.  The Police Department is doing its part to reduce costs, sharing the pain that is being felt by fellow city employees.  The Los Angeles Police Department is not immune to the fiscal realities of today.  By the time you read this message the budget information will have changed and steps will have been taken toward economic recovery.  As recent as today, the City announced discretion in spending has been limited and aggressive steps to guard against the City’s cash flow shortfalls are being implemented with extraordinary spending controls in place.  This will inevitably affect the Police Department. These are tough economic times and we need to make a clear distinction between our critical needs and those things that are nice to have. 

We all make decisions at home based on our personal financial situation, using what we already have instead of buying something new, oftentimes doing without.  Now we must do the same at work.   With every decision made, we must consider the City’s deficit. We are doing all we can to cut the deficit – we will not purchase new vehicles or motorcycles and it is unknown if we will be able to make any other equipment purchases. Now, more than ever, it is important that we take good care of the existing equipment we are fortunate to have.  We were fortunate to have opened several new police stations and facilities within the City, that we can proudly call “home” and together we should do all we can to maintain the condition of these facilities. 

I cannot stress how vital the civilian workforce is within the Department and I remain committed to keeping you as informed as possible regarding the budget crisis and concerns over layoffs.  As I write this message, the Mayor has just issued an order to start the civilian layoff process.  Coalition classes may be targeted for layoff, but will not actually be laid off until July 1, 2010.  Non coalition classes are subject to layoff now.  The Police Department will not be hit as hard as some other Departments, but nevertheless we've been notified that we will be part of the layoff process.  Personnel Department has not yet confirmed the names of the affected employees.  I will do everything we can to make the process as respectful and dignified as possible, keeping you informed, as the situation can change from day to day.  My leadership team and I all understand that this is extremely difficult for everyone. Tough times do not last, but tough people do and we will see this time through.

Vertical Meetings
Open communication and dialogue with all Department employees at all ranks is very important to me and is something I’m very comfortable with.  I enjoy interacting with you, not as Chief of Police, but as Charlie Beck through informal sessions with the sworn and civilian workforce.  I have begun vertical meetings with Crime Analysts, Field Training Officers, Area Records Clerks, Area Detectives III’s, various classifications from SID, GED Officers, and Police Service Representatives.  These open discussions have allowed me to speak with a cross section of our employees within the Department at different levels and ranks so I can see their point of view.

Many of the decisions I am implementing directly come from talking with you, and from your perspective.  Once a month I work a patrol shift where I have the opportunity to talk with you and listen to your ideas and your suggestions.  Some are related to operational needs and others are reflective of your concerns and anxieties about the budget.  I read each and every email you send me and have been acting on each of your suggestions.  I appreciate and value your candid responses.  I need your suggestions so that the organization can be more effective and efficient in the way we do business.  I truly believe the best solutions will come from you.  This is why I want you to contact me at my personal e-mail address: charlie.beck@lapd.lacity.org and tell me what we should be doing.  Many can point to the problem but a few can point to the answer.

Prayers

My heart goes out to the family and friends of Police Officer II Jacqueline Montalvo and Property Officer Ryan Farhand.  These two individuals were greatly loved and admired by so many and as members of the LAPD family, they will be greatly missed.  I ask everyone to please include them in your thoughts and prayers as well as Chief Darryl Gates.  He remains in good spirits and he has expressed that he was deeply touched by all the officers and other friends who have visited him and sent messages of love, care, concerns and prayers.  With strong conviction and in true Daryl Gates fashion, he commented that he "felt the power of those prayers and it sustained him."  Your cards and well wishes are appreciated, and if you would like to send a card to Chief Gates, please reach out to my Wellness Coordinators, Sergeants Mary Kite and Whit Pauly and Management Analyst Antonia Diaz.
