- In a private session the Police Commission discussed and approved Alex Bustamante as the new appointed Inspector General. Alex Bustamante is currently an assistant United States Attorney in the Central District of California. Mr. Bustamente will take appointment on November 16, 2011.
- Police Commission President Richard Drooyan stated, he attended a SWAT training last week. He was extremely impressed by the expertise, professionalism, commitment, Constitutional Policing Principles and LAPD policies. Mr. Dooyan commended the SWAT unit and the Department.
- Police Commission Vice President John Mack welcomed Mr. Bustamante to the position of Inspector General. Mr. Mack commended Chief Charlie Beck and the Department for the outstanding job they have done with handling Occupy LA. He stated he is very proud to see the Department in retrospect to other cities in handling the situation in a professional manner.
- Chief Charlie Beck thanked Chief Earl Paysinger and Chief Michel Moore for putting in a lot of time with the Occupy LA. Chief Beck credited both sides stating, Occupy LA has worked very good with negotiating and complying with the Department’s request. It only works when both parties work together. He discussed Halloween was a fairly quiet night. He stated, even though there was less activity compared to last year, there were still over twenty arrests made in Hollywood Division related to Halloween. Chief Beck welcomed the new Inspector General and thanked him for being a terrific prosecutor with the gang issues in Los Angeles. He stated, he looks forward to working with him again.
- The Executive Director reported there will be no Police Commission meeting November 29, 2011.
- Acting Inspector General Django Sibley reported they have completed another five public reports.
- The Department’ report dated October 24, 2011, relative to the 2011 quarterly Categorical Use of Force Statistics was given by Deputy Chief Rick Jacobs and was approved.
- The Department’s report dated October 25, 2011, relative to the Biased Policing update, quarterly report, 3rd quarter 2011 and supplemental review of Biased Policing Complaint Investigations recommendation to the board of Police Commissioners was given by Commander Rick Webb and approved. Commander Webb discussed the findings and complaints of Biased Policing.
- The Department’s report dated October 20, 2011, relative to the Motorcycle Training Contract-Agreement No. 11112109 was approved and transmitted to the Mayor.
- The Department’s report dated October 20, 2011, relative to the DNA monthly report for September 2011 was approved and transmitted to the City Council.
- The Department’s report dated October 20, 2011, relative to the DNA quarterly report – 3rd quarter 2011 and executive summary was approved.
- The Department’s report dated October 24, 2011, relative to the report to Police Commission regarding Eyewitness Identification was given by Gerald Chaleff and approved. The Commission stated the report needs to continue to be monitored and needs to report back to the Commission.
- The Department’s report dated October 27, 2011, relative to the report to Police Commission regarding the Risk Manger’s position was given by Gerald Chaleff, Special Assistant for Constitutional Policing.
- The Department’s report dated October 18, 2011, relative to the Workplace Investigation update, quarterly report, 3rd quarter, 2011 was given by Captain Don Schwartzer and approved.
