• The Board of Police Commissioners elected Ms. Andrea Sheridan Ordin as President of the Board and Mr. John Mack as Vice President in unanimous decisions.
• Police Commissioner Richard Drooyan thanked his fellow Commissioners for allowing him to serve as Police Commission President and thanked the Commission staff as well. He added the Department has been fantastic in working together with the Commission and wished Police Commissioner Debra Wong Yang success in her future endeavors.
• New Police Commission President Andrea Ordin said it is a great honor and pleasure to serve as President and is looking forward to working with the Department and Command Staff.
• Police Commissioner Robert Saltzman stated he is fortunate to serve with his fellow Commissioners and said it was a pleasure to serve with Commissioner Debra Wong Yang.
• Police Commissioner Debra Wong Yang congratulated Ms. Andrea Sheridan Ordin on being elected President of the Commission and said she has been a longtime admirer of hers. She also thanked her fellow Commissioners for the opportunity to serve on the Board and thanked Chief Charlie Beck, Command Staff, and the Department for the privilege and honor to serve as well.
• Assistant Chief Earl Paysinger congratulated new Commissioner President Ordin on being elected to her position and said she will continue to lead the Department in a positive direction. He also said he has seen and recognized the hard work of Commissioner Debra Wong Yang and thanked her for her efforts. Chief Paysinger finished by saying Tuesday night is National Night Out and every single LAPD geographic division was hosting an event.
• The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the Newton Area was given by Captain Jorge Rodriguez and Ms. Lupe Ramos. Captain Rodriguez informed the Board their C-PAB currently has 35 members which include local business owners, non-profit members and residents. The goals of the C-PAB are to continue to develop means in which to communicate better with the public including using Twitter, Facebook and the development of their own webpage. Providing education and information to the general public, hosting a book fair, organizing a peace walk and the continued development of the Bike Safety Committee were some other goals. Finally Captain Rodriguez said they currently have more than 100 Police Cadets in their area and have mentoring programs and anti-bullying programs in local schools.
• The Department’s update, relative to the status of the development of guidelines for the use of conditional reprimands was given by Deputy Chief Mark Perez. Chief Perez informed the Board the project has left his office and in now before the Chief of Police awaiting his approval. Chief Perez said he worked closely with the Inspector General and incorporated suggestions he made into the report.
• The Inspector General’s report, dated July 25, 2012, relative to the Traffic Collisions Audit, was given by Inspector General Alexander Bustamante. Mr. Bustamante stated the audit looked at the past two and a half years’ worth of data and found 18 serious traffic collisions. Of those found, 17 were severe and included one death. Ten were deemed preventable traffic collisions. The report recommended the point system adopted by the Department a few years ago now be included in officer TEAMS II report. Police Commission Vice President John Mack expressed his serious reservations about the point system the Department has in place and formed a subcommittee to meet with the Department and discuss the issue further.
• The Inspector General’s report, dated August 1, 2012, relative to the review of the Ethics Enforcement Section quarterly report, third quarter 2012, was approved.
• The Department’s report, dated July 18, 2012, relative to the transmittal of the extension for the fiscal year 2008 Competitive Training Grant program, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated August 1, 2012, relative to DNA quarterly report – 2nd quarter 2012, was approved and transmitted to City Council.
• The Department’s report, dated August 2, 2012, relative to the West Los Angeles Area supplemental detective command accountability performance audit (IAID No. 11-119), was approved. Police Commission Vice President John Mack said this was audit represents a significant and drastic improvement over the last one and commended the presenters for a job well done.
• The Department’s report, dated July 26, 2012, relative to the gang enforcement detail selection criteria audit (IAID No. 12-053), was approved.
• The Department’s report, dated July 31, 2012, relative to Gang and Narcotics Division command accountability performance audit (IAID No. 12-021), was approved.
