• Police Commissioner Rafael Bernardino said he attended the Community Police Advisory Board (C-PAB) Summit with fellow Commissioners Richard Drooyan and Andrea Ordin last Saturday. He thanked Paramount Pictures Studios for their support of the event and said they were a great corporate citizen. He added he liked the enthusiasm of the group and said Chief Charlie Beck spoke on the importance of community involvement in fighting crime.
• Police Commissioner Robert Saltzman said he was pleased with the level of cooperation between the Department and the University of Southern California on recent projects. He added he went on a ride-along with Los Angeles County Sheriff’s officials in West Hollywood last week. Commissioner Saltzman completed his comments by saying the Chief’s proposed policy change with regards to how the Department handles immigration and customs enforcement detentions of some undocumented immigrant arrests will be in the Commission’s agenda in the near future and he supports the Chief’s effort to boost trust in the community.
• Police Chief Charlie Beck thanked the Board for attending the C-PAB Summit over the weekend and said their participation is very important. He went on to thank them for their comments in support of change and said they would be involved in crafting changes in policies and procedures. Chief Beck completed his comments by saying this weekend the Space Shuttle Endeavor will be transported from LAX to the California Science Center along City streets and to plan accordingly.
• The Department’s verbal report and discussion, relative to the status of the Latent Fingerprint backlog was given by Deputy Chief Kirk Albanese. Chief Albanese informed the Board they have identified workforce capacity and the amount of cases they can handle as the issue. He said they currently have 69 employees in the section but they are authorized for 96 employees. Chief Albanese said the current backlog is 2,112 cases which need to be analyzed. As a result, the Department has limited the amount of property crime cases to be submitted by the 21 area divisions for analysis to 10. However, all cases involving violent crime or cold cases would continue to be analyzed. Chief Albanese finished by saying the Department is looking at funding for overtime work.
• The Department’s report, dated January 30, 2012, and Inspector General’s report, dated September 18, 2012, relative to the review of the Department’s Ethics Enforcement Section quarterly report, fourth quarter 2011 – Public Version, was approved. Inspector General Alexander Bustamante said the report was found to be complete, well done, and was transparent.
• The Inspector General’s report, dated September 9, 2012, relative to the review of the Department’s Search Warrant Application and Supporting Affidavits audit, fiscal year 2011/12, was approved.
• The Department’s report, dated October 5, 2012, relative to the transmittal of the extension for the 2009 Los Angeles Smart Policing Project, was approved and transmitted concurrently to the Mayor and City Council.
• The Department’s report, dated October 5, 2012, relative to the biased policing adjudication review process – revised, was approved.
• The Department’s report, dated September 25, 2012, relative to the request for authority to destroy obsolete duplicate records for Foothill Area, was approved and transmitted to the City Clerk, Records Management Officer.
